The EIDBI Level II Provider/Behavior Technician delivers individualized, evidence-based behavioral intervention services to children and adolescents diagnosed with Autism Spectrum Disorder (ASD) or related developmental disabilities under Minnesota's Early Intensive Developmental and Behavioral Intervention (EIDBI) benefit. Services are provided under the supervision of a Qualified Supervising Professional (QSP) or Level I provider and are designed to improve communication, social interaction, adaptive living skills, emotional regulation, independence, and reduction of challenging behaviors.
The Level II Provider collaborates closely with families, caregivers, supervisors, and interdisciplinary team members to ensure quality, culturally responsive, and person-centered treatment.
Minnesota DHS requires Level II providers to participate in treatment planning, implement interventions with fidelity, collect data, document services, support family training, and receive ongoing supervision until supervision requirements are met.
Essential Job Responsibilities
Direct Clinical Services
- Provide one-on-one behavioral intervention utilizing evidence-based treatment models.
- Implement individualized treatment plans with fidelity.
- Teach replacement behaviors and functional life skills.
- Promote communication, play, social interaction, self-help, emotional regulation, and independence.
- Reduce challenging behaviors using positive behavior support strategies.
- Modify teaching strategies based on client progress and clinical direction.
- Maintain therapeutic rapport with children and families.
- Ensure services remain developmentally appropriate.
Data Collection & Documentation
- Collect accurate behavioral data during every session.
- Record frequency, duration, latency, interval, and skill acquisition data.
- Complete daily clinical documentation within required timelines.
- Maintain treatment records in compliance with Minnesota DHS requirements.
- Report significant behavioral or medical concerns immediately.
- Protect client confidentiality according to HIPAA standards.
Minnesota DHS specifically requires Level II providers to document services, collect treatment data, and monitor progress toward treatment goals.
Treatment Planning
- Participate in developing Individual Treatment Plans (ITPs).
- Assist with updating goals and objectives.
- Provide feedback regarding client progress.
- Recommend treatment modifications based on data.
- Participate in treatment reviews and care conferences.
Family Training
- Educate caregivers on behavior support strategies.
- Model intervention techniques during sessions.
- Support caregiver implementation of treatment goals.
- Encourage consistency across home, school, and community settings.
- Build collaborative relationships with families.
Minnesota EIDBI guidance identifies caregiver training and counseling as a Level II responsibility when included in the treatment plan.
Professional Collaboration
- Work closely with:
- Qualified Supervising Professionals (QSPs)

- Mental Health Professionals

- Families and Caregivers
- Attend team meetings.
- Participate in coordinated care conferences.
- Communicate professionally with interdisciplinary providers.
Clinical Supervision
- Receive ongoing supervision and observation.
- Demonstrate competency in intervention implementation.
- Incorporate supervisor feedback into clinical practice.
- Maintain required supervision documentation.
Minnesota DHS requires ongoing observation and direction until required supervised experience thresholds are met.

Required Qualifications
Applicants must meet Minnesota DHS Level II provider requirements, which generally include employment by an EIDBI agency and qualifying education and experience (such as a bachelor's degree in a behavioral health or related field plus qualifying experience/training or recognized certification, among other pathways). Initial certification in an approved treatment modality (such as RBT for ABA agencies) may also be required depending on the enrollment pathway.
