Housing Compliance Specialist

SUMMARY The Housing Compliance Specialist is responsible for the evaluation and monitoring of properties to assure compliance with applicable affordable housing programs. The Specialist position is responsible for determining tenant eligibility for occupancy in Low Income Housing developments in Southern California and is required to audit tenant files upon request (lease, application, income certification, etc.) for compliance with LIH programs by efficiently using YARDI software. ESSENTIAL DUTIES & RESPONSIBILITIES Implement comprehensive file audit to ensure compliance for each property. Identifies and resolves all audit findings and all formal issues of non-compliance. Ensure all project tenant files are in 100% compliance. Schedule and coordinate all ongoing file reviews and audits, test verification of tenant income for HUD. Review of the periodic REAC physical inspections. Conduct technical and procedural training for PMs on compliance and develop action plans for corrections needed. Explain and clarify lease and contract terms to property staff and participants, check documents for completeness and compliance. Monitor all cases involving potential fraud cases and lease violations. Conduct on-site reviews annual and as necessary to ensure compliance with HUD. Participate in weekly property management meetings. Answer questions from on-site staff regarding affordable housing program requirements and compliance. Keeps current on all changes in regional affordable housing regulations and assists in the distribution of this information to management and property staff on a regular basis. Must be able to work with and understand Regulatory Agreements and other documents that pertain to compliance within the organization. Oversees the completion and processing of income verification, rent calculations, and Tenant Income Certifications. Conduct and complete reports as requested that detail compliance with HUD. EDUCATION/EXPERIENCE 1 year conventional/market rate property management on site experience, preferably starting as a leasing consultant with promotions to assistant manager. Bachelor’s degree desirable. High School Diploma or equivalent required. TECHNICAL SKILLS REQUIRED To perform this job successfully, an individual should be proficient in Microsoft Office (Outlook, Word, Excel) and have experience with Yardi Property and Onsite software (preferred). PHYSICAL DEMANDS Must be able to lift, push, pull, and/or move up to 20 pounds. Regularly required to sit, stand, walk or otherwise move about the property and units, squat, open doors. May be required to climb/descend stairs. Perform computer work, and operate general office equipment (computer, phones, fax machine or scanner) and do filing. COMMUNICATIONS Must be able to communicate (orally and written) in a professional, courteous and effective manner on a regular basis with prospective residents, residents, staff, management and co-workers within the Company as well as with outside vendors. English proficiency required; Spanish proficiency is a plus. Adapts communication to be understood by the audience. ATTENDANCE AND PUNCTUALITY Is reliable and consistently at work and on time. Willing to travel, and work evenings, weekends and holidays, as needed.
