Director - Human Resources Location: Condon, Oregon Job Details Job ID: 5832221 Application Deadline: Posted until filled Posted: Jul 14, 2026 7:00 AM (UTC) Starting Date: Immediately Job Description North Central Education Service District is seeking a candidate for the position of Director of Human Resources. This position supports superintendents overseeing districts in the Gilliam, Sherman and Wheeler Counties in North Central Oregon. Candidates must have an extensive educational background and administrative experience at both the building and district levels. Candidates must also have a strong background in bargaining, contract management, investigation, knowledge of the Oregon Evaluation System and excellent communication and problem solving skills. The successful candidate will be required to have certification in Title IX and Civil Rights within 90 days of employment. Given the need to connect with all six districts in our region, this position is considered on‑site work, with some remote work possible. Responsibilities Design and direct the hiring process for all district employees, in cooperation with administrators and managers, to ensure consistency and high‑quality hiring. Develop district policies and procedures for human resources for board consideration, to ensure consistency and compliance with laws, regulations, and collective bargaining agreements. Direct the management of the district’s collective bargaining agreements, from negotiation through contract management, grievance processing and support superintendents. Develop and maintain productive relationships with collective bargaining groups to foster good employee relations. Monitor human resource activities of administrators and managers to assure compliance with district HR policies, collective bargaining agreements, and laws and regulations. Plan staffing levels in cooperation with program administrators and managers to best use fiscal and human resources. Supervise preparation of state and federal reports for compliance. Advises the Superintendent as a cabinet member for sound and accurate information for district decisions. Attend professional growth sessions to keep HR knowledge current with changing laws and regulations. Provide in‑service training for administrators, managers, and employees to keep their human resource knowledge current. Hire, supervise and evaluate selected district licensed and classified staff, as directed by the Superintendent, to assure high‑quality staff and programs. Serve as District Title IX Coordinator and/or Civil Rights Coordinator. May supervise various programs as determined by the Superintendent. Communicate effectively with staff, students, parents, community and school. Qualifications Advanced Degree (Master’s) in Education, Administration or Human Resource Management (preferred). Three years of administrative experience as a K‑12 principal or district office, and classroom experience (preferred). Oregon TSPC Administrative Licensure. Experience in collective bargaining. Certified as Title IX Coordinator (within 90 days after employment). Certified as Civil Rights Coordinator (within 90 days after employment). Valid driver’s license and evidence of insurability, criminal justice fingerprint clearance. Bilingual English/Spanish (preferred). Skills, Knowledge, and Abilities Skill in managing personnel and programs, effective oral and written communication, problem solving, teamwork. Knowledge of K‑12 instruction, current school law, district policies, state and federal employment laws; PowerSchool Talent ED Perform and Talent ED Applicant Software; Workman’s Comp, OFLA, Paid Leave Oregon, and FMLA. Abilities to provide consistent, fair, and policy-based direction; maintain integrity; keep accurate records; maintain confidentiality; meet deadlines; communicate with diverse cultural and educational backgrounds; prepare and present materials professionally. Position Type and Compensation Position Type: Full Time Salary: $115,000 to $125,000 Per Year Job Requirements At least 3 years of relevant experience (preferred). Master’s degree (preferred). Citizenship, residency or work visa required.
