ABOUT US: Beaufort-Jasper Water and Sewer Authority (BJWSA) is a public entity that is governed by a board of directors, BJWSA treats and delivers an average of 39 million gallons of drinking water each day to more than 70,000 retail customers. The Board of Directors recently approved a +/- $464M three-year Capital Program aimed at maintaining and expanding the current water and sewer components within the BJWSA system. Capital Improvement projects include both water and wastewater treatment, pump stations and pipelines, wastewater collections, water distribution, and miscellaneous projects.

SUMMARY: Under limited supervision, oversees the planning, design and related construction of BJWSA capital improvement projects, providing direction and technical guidance to project personnel and ensuring adherence to applicable policies, procedures, standards, codes, and regulations. This position establishes project management standards for the Engineering Department, ensures their consistent application, contributes to the development of long-range organizational goals, prepares policy and position papers, and works closely with management and the Board of Directors on strategic initiatives. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

• Leads and manages department staff, ensuring effective work planning, resource utilization, employee development, and achievement of departmental objectives. Participates in employee selection and makes recommendations regarding promotions, transfers, disciplinary actions, and separation of employment.
• Establishes project governance framework, manages resources, leads project manager training, defines project management methodology, prepares reports, and streamlines the project management processes and workflows.
• Participates in Board’s Capital Projects Committee, advising policy concerns, project status, change orders and budgetary impact.
• Successfully fulfills the following leadership functions: safety, recruitment, learning and development, succession planning, employee relations concerns/resolutions, counseling, performance management, promotions, salary administration, policy development/adherence, ethics, budget preparation/adherence and disciplinary actions. Ensures employee issues are dealt with sensitively resulting in legal, fair, consistent, and defensible actions. 
• Oversees projects associated with the construction, renovation, maintenance, administration and operation of BJWSA infrastructure, facilities, and systems ensuring compliance with local, state, and federal laws and policies, as well as internal policies and procedures. 
• Directs development and implementation of the Authority’s short- and long-range Capital Improvements Program and water and sewer master planning, ensuring the necessary water and wastewater facilities are in place to support the current and projected needs of the service area thereby ensuring its conformation to BJWSA's vision.
• Establishes and manages project budgets, monitors project schedules and performance, and directs engineering and design consultants and construction contractors to ensure the successful delivery of capital improvement projects. Ensures that required permits, approvals, codes, regulations, and contract requirements have been received, properly complied with, and recorded.
• Assists in the acquisition of land, easements, and rights of way required for BJWSA Capital Projects.
• Prepares, reviews, and manages a variety of reports and documents, including pay requests, budget and financial reports, Board reports, and construction progress reports.
• Leads and manages special projects 
• Represents BJWSA at various meetings to provide capital program information and assist in the resolution of problems. 
• Establishes and maintains effective business relationships with customers, developers, consultants, contractors and local municipalities.
• Performs other duties as required.

MINIMUM QUALIFICATIONS

EDUCATION and/or EXPERIENCE :  Requires a bachelor’s degree in environmental, civil or mechanical engineering, , or project management. Minimum of eight years of experience in project management or program management related functions. Must possess extensive knowledge of the principles and practices of project management as applied to the planning, design, and construction of water and wastewater infrastructure and facilities with general computer application skills. Minimum five years’ experience at the management level required.

CERTIFICATES, LICENSES, REGISTRATIONS :  South Carolina Professional Engineering License required. Project Management Professional preferred. Must possess a valid driver's license.
