IT Project Program Manager /Raleigh, NC, (Hybrid) 12 Months Contract

IT Project Program ManagerThe NC Department of Health and Human Services (DHHS) is seeking an experienced program manager. This lead management role will work with multiple internal and external stakeholders, project teams, divisions, departments and vendors to strategize, implement, and maintain initiatives that adhere to organizational objectives. This position will interact with all levels of staff in the DHHS including executive staff. This position will ultimately be responsible for ensuring that projects in the DHHS serve to advance and enhance the departmental IT roadmap and goals.Responsibilities include but are not limited to:Work closely with project sponsor, Project Portfolio Managers (PPMs), to identify and prioritize initiatives at a division levelCollaborate with Project Portfolio Management and other staff to develop and manage divisional roadmapsWork with business and cross-functional teams to develop Business Case and Cost Benefit analysis for prioritized initiatives within the programManage and obtain various DHHS and state approvals for initiating projects within the programParticipates in the construction of Statements of Work in collaboration with the business and other agency teams for projects within the programManage multiple Vendor onboardingEstablish and implement governance model for the programIdentify key requirements needed from cross-functional teams and VendorsWork with other program managers to identify risks and opportunities across multiple projects within the departmentManage budget and funding channels for maximum productivityTracks, maintains and present program details, progress, status, risk and other relevant topics to senior and executive managementWork with Project Portfolio Managers and Project Managers within the program to maintain clear, effective and transparent communicationsManage resource allocations and expectations for programCollaborate with the State DIT to ensure program compliance with the State IT Roadmap and all State security requirementsPresents program status to various committee and executive meetingsSkills:The selected candidate must be a results-oriented individual with a strong work ethic and must be able to demonstrate excellent leadership, negotiation, time management, facilitation, and organizational skillsExperience in the management of a portfolio of multiple projects that may be in significantly different stages of development or have differing timelines and prioritiesExperience in communicating in a fashion tailored the audience and their needsExcellent written communication and presentation skillsDemonstrates experience in working effectively with all levels of staff, clients and other IT personnelExperience in the responsibility for acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timeframes and quality for a programExperience in proposing and leading strategic initiativesAbility to identify and plan systematic corrective action to reduce errors and improve the quality of the systems and services, by examination of the root causes of problemsDemonstrated ability to provide advice, assistance and leadership in improving the quality of IT projects, by focusing on program definition, management, repeatability and measurementAbility to build, influence, lead and motivate effective teams towards end resultsManagement prefers applicants with the following:PMP/PgMP CertificationAgile (PMI-ACP) CertificationExperience managing or supervising programs involving legacy system replacement projectsExperience collaborating with State and Local GovernmentExperience in complex, cross-functional team environmentsSkill - Required / Desired - Amount of experience (in years)Program Management experience managing multiple large complex projects - Required - 5Experience creating roadmaps for the portfolio - Required - 7Experience developing business case, Cost Benefit and market analysis - Required - 5Proven track record of delivering IT projects within budget, scope and schedule. - Required - 7Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability - Required -Hands on experience managing project risk, cost, schedule, quality, testing, and communications. - Required - 7Strong supervision, organizational, interpersonal and time management skills. - Required -Demonstrated presentation, training skills, oral and written communication skills. - Required -Solid work experience with project management tools (e.g. Microsoft Project) - Required - 7Experience with MS Office - Required - 7PMI certification Project Management Professional (PMP) - Highly desired -State Government experience - Highly desired -Experience managing implementation of a statewide IT project - Highly desired -Experience managing or supervising IT application/system replacement projects - Required - 5Experience collaborating with State and Local Government - Highly desired - 3 Suncap Technology
