Position Overview
We are seeking a Safety Manager experienced in federal construction to lead and manage safety programs across government projects, including Port of Entry work and contracts with GSA, USACE, NAVFAC, and VA. The Safety Manager will serve as the Site Safety and Health Officer (SSHO) on projects as required, ensure compliance with federal safety regulations and client standards, develop and implement project-specific safety plans, and drive a proactive safety culture that minimizes incidents and keeps projects on schedule.

Key Responsibilities

• Serve as the Site Safety and Health Officer (SSHO) or company Safety Manager on federal construction projects, ensuring on-site compliance with applicable federal, state, and local safety regulations and client-specific requirements (GSA, USACE, NAVFAC, VA).
• Develop, implement, and maintain project-specific safety and health programs, plans, and procedures including Site Safety and Health Plans (SSHP), Job Hazard Analyses (JHAs), and activity hazard analyses.
• Conduct regular site inspections, hazard assessments, and safety audits; identify and correct unsafe conditions and practices; track findings and verify corrective actions.
• Lead incident and near-miss investigations, prepare root cause analyses, and implement corrective/preventative measures; maintain thorough incident reporting and documentation.
• Design and deliver safety training for personnel and subcontractors, including OSHA-authorized outreach courses (OSHA 500, OSHA 502) and site-specific orientations; maintain training records and certifications.
• Manage emergency response and medical readiness programs on site, including AED program oversight, emergency action plans, and coordination with local emergency services.
• Coordinate safety requirements and performance with government contracting officers, CORs, inspectors, and client safety representatives (GSA, USACE, NAVFAC, VA); represent the company in safety meetings and pre-construction conferences.
• Oversee subcontractor safety performance, pre-qualification, and daily compliance; enforce safety contract requirements and administer stop-work authority when necessary.
• Maintain comprehensive safety records, metrics, and dashboards for project leadership and client reporting; perform trend analysis and continuous improvement actions to reduce incidents and enhance safety performance.
• Stay current with OSHA regulations, federal agency safety guidance (USACE EM 385-1-1, NAVFAC requirements), and industry best practices; support procurement and design reviews to identify safety considerations early in project lifecycle.

Qualifications

• Bachelors degree in Safety, Construction Management, Occupational Health, Engineering, or related field preferred; equivalent experience considered.
• Minimum 58 years of progressive safety experience on federal construction projects, with demonstrated roles as Safety Manager or SSHO on projects for GSA, USACE, NAVFAC, Port of Entry, or VA preferred.
• OSHA Outreach Instructor certifications and credentials: OSHA 500 (trainer-authority) and OSHA 502 (Construction Outreach Trainer) strongly preferred.
• Familiarity with federal agency safety standards and specifications (USACE EM 385-1-1, NAVFAC safety requirements, GSA and VA guidance) and 29 CFR 1926/1910 regulatory compliance.
• Certifications such as Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or similar are preferred.
• Current First Aid/CPR/AED certification required; experience managing AED programs and medical readiness on site.
• Proven experience conducting incident investigations, root cause analysis, and corrective action implementation.
• Excellent written and verbal communication skills, strong leadership, and ability to influence field and office staff; experience preparing reports and presenting to government clients.
• Ability to manage multiple projects and priorities, travel to project sites as required, and work flexible hours to support construction schedules.
• Ability to obtain and maintain any required security clearances or background checks for federal work, and familiarity with Port of Entry operational requirements is a plus.
