Pay range: $5,471.20 (Min) to $6,564.80 (Mid) bi-weekly rate GENERAL PURPOSE Under limited supervision, performs complex management and technical duties as the Chief Financial Officer, with responsibility for maintaining fiscal stability and safeguarding the assets of the City; supervises assigned personnel, and assures that Department activities are in compliance with state and Federal regulations, and City policies and procedures. Provides supervision of Finance Department. PRIMARY DUTIES AND RESPONSIBILITIES The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Duties are subject to possible modification to reasonably accommodate individuals with disabilities. Serves as the principal financial advisor to the City Council and the City Manager; provides leadership, direction and guidance in financial strategies and priorities; evaluates and analyzes financial issues and policies and recommends and implements solutions. Analyzes financial and resource information on City operations; evaluates City's needs and recommends financial resource requirements; reviews and monitors status reports, and recommends appropriate actions; prepares and presents financial forecasts and status reports to City Council, and assures effective communication of financial issues. Reviews City operations and determines financial resource requirements and goals; directs the preparation of statistical analyses to evaluate trends and project future financial status; develops short- and long-range revenue and expenditure forecasts, and multiyear forecast models; evaluates revenue and expenditure trends, compares to budget and projections, develops financial impact analysis, and recommends budget and planning adjustments. Directs Finance Department operations; assures the quality of the financial activities, services and work products; directs the Finance staff; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance; meets regularly with staff to discuss and resolve workload and technical issues; develops work plans, and assures required deadlines are met; reviews work and verifies the accuracy of financial records. Monitors Department operations to identify and resolve problems; evaluates services to assure they are meeting goals; establishes internal financial controls, and assures the financial activities and procedures are in compliance with all laws, policies, regulations and accounting standards. Directs external financial reporting, preparation of financial statements, and development of the Annual Comprehensive Financial Report (ACFR); oversees the City's banking, bond rating and investment activities; identifies and coordinates resources required to achieve goals; interprets laws, rules, regulations and guidelines for financial procedures. Directs development of budget; monitors budget and financial variables, revenue cycle and expenditure trends; reviews and verifies journal entries and bank reconciliations. Represents the Finance Departments to elected officials, boards and commissions, and outside agencies; interprets and explains City policies, procedures, rules and regulations. Maintains professional level of confidentiality concerning matters of a sensitive and official nature, i.e., documents, correspondence. Maintains the integrity, professionalism, values, and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved. Cooperates with co-workers professionally to accomplish work efficiently and effectively. Has regular, predictable attendance; attendance is a factor in continued employment with the City. Performs other duties as assigned. MINIMUM QUALIFICATIONS Education and Experience Bachelor’s Degree in Accounting, Finance, Business Administration; AND five (5) years of experience in government accounting and budgeting, including two years of supervisory experience; OR an equivalent combination of education and experience. Required Licenses or Certifications Must possess a valid Texas Driver's License Certified Public Accountant (CPA) license from Texas State Board of Public Accountancy is preferred; training and certification on Public Funds Investment Act, §§ View phone number on click.appcast.io is required; additional technical certifications and training may be required. Required Knowledge City organization, operations, policies and procedures. Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies, rules and regulatory reporting requirements. Generally Accepted Accounting Principles and Generally Accepted Auditing Principles related to Public Sector financial management. Legal, ethical and professional rules of conduct for municipal finance officers. Public Sector accounting and budgeting principles, including treasury and public debt management. Principles and practices of administrative management, including personnel rules, procurement, contract management, risk management and employee supervision. Record keeping and file maintenance principles and procedures. General ledger reconciliation standards. Business and personal computers, and spreadsheet software applications Required Skills Reading, interpreting, understanding and applying accounting standards and procedures, applicable Federal and state rules and regulations, and City policies and procedures. Analyzing City needs and prioritizing and promoting financial strategies to meet future needs. Analyzing and interpreting financial documents and preparing complex financial reports. Analyzing financial issues, evaluating alternatives, and developing recommendations and strategies. Using initiative and independent judgment within established procedural guidelines. Presenting and defending complex financial reports and information in public meetings. Maintaining interrelated financial and technical records and identifying and reconciling errors. Planning, organizing, and coordinating the work of Finance Department staff. Operating a personal computer utilizing standard and specialized software. Establishing and maintaining cooperative working relationships with co-workers and elected officials. Assessing and prioritizing multiple tasks, projects and demands. Effective communication, both verbal and written. Physical Demands / Work Environment Physical requirements include occasional lifting/carrying of five to twenty-five pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment.
