IT Manager
Purpose:
Under minimal direction, oversees and administers the daily operations and activities of corporate and enterprise Information Technology (IT) operation work groups. Participates in business case and proposal development to ensure integration between the project effort and other functional areas. Participates in strategic and long-term planning of corporate- and enterprise-level information systems and objectives.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Plans, organizes, schedules, and coordinates the work supporting large-scale corporate and enterprise-level information systems.
Provides advanced technical leadership on integrating complex existing or new information system technologies.
Monitors and evaluates staff performance to accomplish tasks and established objectives, and ensures compliance with City of Austin personnel, security, and department procedures.
Prepares operating budgets, reviews ongoing expenditures to ensure adherence to budgets, and coordinates recurrent program/project budgets and resource forecasts.
Manages the coordination of complex projects with other City departments, project teams, and agencies using industry best practices to gain maximum value from combined systems.
Researches complex commercial products, technology solutions, and participates in the development of vendor contracts, performs vendor management and contract management duties, and prepares and evaluates Requests for Proposal (RFPs).
Prepares, reviews, and approves documentation for procurement of IT systems. May exercise oversight of departmental IT purchases.
Develops and prepares management and productivity reports, studies, and analyses.
Develops training programs and guides, and trains staff on work procedures and operating instructions.
Ensures disaster recovery is in place for critical systems.
Improves operations, decreases turnaround times, and streamlines work processes to provide quality customer service.

Ability to prepare budget requests and monitor expenditures for budgetary compliance.
Ability to read and interpret standard accounting and financial reports.
Ability to conduct research and analyze and interpret research findings.
Ability to compile data and prepare narrative and statistical correspondence, reports, and presentations.
Ability to train, assign, and direct work activities.
Ability to understand complex program structures and how they impact enterprise departments and the City.
Ability in handling and resolving conflict and uncertain situations.
Ability to communicate in a clear and concise manner to effectively convey complex and detailed information, both verbally and in writing.
Ability to represent management and present program information.
Ability to maintain effective and professional relationships.
Minimum Qualifications:
Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to Information or Computer Science, plus three (3) years of experience in a related field, including two (2) years of leadership or supervisory experience.
Experience may substitute for education up to four (4) years.
Preferred Qualifications:
Experience managing Microsoft 365 enterprise services, including Teams, SharePoint, Exchange Online, productivity applications, and collaboration technologies.
Experience managing endpoint configuration, compliance, and software lifecycle processes using Intune, SCCM/MECM, or similar tools.
Experience supporting or managing VDI environments (e.g., VMware Horizon), including image management, pool provisioning, profile management, and operational monitoring.
Experience coordinating work across contractors, vendors, and managed service providers.
Experience working within a 24/7 support model and supporting mission-critical services.
Experience in regulated industries such as electric or public utilities, NERC compliance.
Experience using ITIL based processes for incident, request, and change management.
Other:
- Ability to travel to more than one work location.
Notes to Candidate:
Under general direction, this position manages the daily operations, staff, contractors, and vendor resources supporting Austin Energy’s End User Platforms team and Horizon Virtual Desktop Infrastructure (VDI) team. This includes leadership over enterprise productivity services, Microsoft 365 administration, endpoint management and compliance, application deployment, collaboration technologies, and the Horizon VDI environment.
The IT Manager participates in long term strategic planning, ensures services align with City and department policies, supports cross departmental initiatives, and ensures consistent delivery of high-quality customer service for both office and field personnel. Responsibilities include operational oversight, budget management, hiring and supervising staff, and ensuring compliance with cybersecurity and regulatory standards.
Duties, Functions, and Responsibilities:
Leadership & Operational Oversight
Plans, organizes, schedules, and coordinates work supporting enterprise-level end user technology services and virtual desktop infrastructure.
Provides leadership and guidance to staff and contractors supporting the Microsoft 365 environment, endpoint compliance platforms, and Horizon VDI operations.
Monitors and evaluates staff performance and ensures adherence to City personnel policies, security standards, and departmental procedures.
Develops and maintains operational procedures, service standards, documentation, and process improvements that enhance customer service delivery.
Strategic Planning & Program Management
Participates in enterprise-level planning for end user technologies and virtual desktop modernization initiatives.
Contributes to business case development to ensure project alignment with operational capabilities and organizational goals.
Manages coordination of complex, cross departmental projects involving Microsoft 365 services, device compliance, endpoint security, Horizon VDI upgrades, and related initiatives.
Budgeting, Contract Management & Procurement
Prepares and monitors program budgets, ensuring expenditures align with approved allocations.
Oversees vendor contracts and managed service providers supporting end user platforms and VDI environments; participates in RFP development and evaluation.
Service Delivery & Technology Management
Ensures effective delivery of Microsoft 365 services, collaboration platforms, endpoint configuration and compliance, and application deployment processes.
Oversees lifecycle management and operations of the Horizon VDI environment, including image management, profile management, access configuration, and capacity planning.
Ensures operational readiness, system reliability, and 24/7 support availability for services critical to Austin Energy’s operations.
Coordinates with cybersecurity teams to ensure compliance with device hardening standards, patch management requirements, and NERC/CIP regulations.
Training, Staff Development & Customer Engagement
Develops training programs and guides; ensures staff are trained in new procedures, tools, and technologies.
Ensures effective customer communication, service request management, and user engagement activities related to end user platforms and virtual desktop use.
Business Continuity & Disaster Recovery
- Ensures that disaster recovery plans are established and maintained for critical systems, including VDI and productivity platforms.
Supervisor and/or Leadership
Performs full range of supervisory duties including hiring, training, evaluating, counseling, and recommending disciplinary actions.
Provides leadership to cross functional teams, contractors, and managed service partners.
Oversees workload planning and prioritization for multiple service areas.

Schedule:
Monday - Friday, 8:00 a.m. - 5:00 p.m. activity - Flexible 40 Hour Work Week.
Telework opportunities may be available after an initial training period.
Work schedules are implemented to meet the requirements of the department and are subject to change based on business needs.
Salary:
$104,300.00 - $134,000.00 annually, depending on qualifications and experience.

This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.
Travel:
If you are selected for this position and meet the Driver Safety Standards in the City of Austin Driver Safety Program, ( you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
