General Description The Texas Juvenile Justice Department (TJJD) provides a trauma‑informed, holistic Substance Abuse Services (SUS) Specialized Treatment Program to youth committed to the agency and assessed as needing SUS treatment. The SUS program includes: High intensity treatment program offered at dorms dedicated for that purpose at the agency’s secure youth facilities. Moderate intensity treatment program provided through an outpatient delivery model at the secure youth facilities and halfway houses. Continuity of care program upon release of youth into the community. The position performs moderately complex (journey‑level) administrative and supervisory program work in substance abuse counseling and assessment of youth. Responsibilities include providing clinical supervision to counseling interns, establishing program goals and objectives, developing guidelines, procedures, and policies, coordinating schedules and standards, evaluating program activities, ensuring compliance with Texas Department of State Health Services (DSHS) standards and grant requirements, and consulting, coaching, and mentoring as needed. Essential Duties Supervise assigned program staff and provide training and technical assistance. Interview, screen, and assess clients for potential program participation and services. Provide substance abuse counseling through individual and group sessions, and deliver educational or rehabilitative programs. Collaborate with SUS specialized treatment program management and staff in developing program goals and objectives. Develop program guidelines, procedures, schedules, priorities, and standards for achieving established goals. Provide clinical supervision to counseling interns. Offer ongoing coaching, mentoring, and training of assigned SUS program staff. Identify areas needing change; recommend activities to improve program effectiveness and address gaps; coordinate implementation of process improvement plans. Create a system for peer navigation services to ensure continuity of care and reentry purposes. Develop a system for proper supervision of the peer support team and licensed counselors. Provide feedback on patterns and trends; develop, recommend, and implement solutions to problems. Prepare justification for implementing changes to procedures or guidelines. Coordinate and conduct reviews to evaluate compliance with applicable federal and state laws and agency policies, including DSHS standards and grant requirements. Prepare and evaluate budget requests for grant‑funded programs. Serve as liaison to SUS specialized treatment program management and guide staff in developing and integrating new or revised procedures. Actively participate in staffing and special meetings; prepare for meetings, share information, identify concerns, recommend improvements, and consider other staff inputs. Represent the SUS Specialized Treatment Program at business meetings on behalf of program management when directed. Perform related duties as assigned. Comply with agency safety policies and procedures; report safety hazards and correct them. Complete required documentation for accidents or injuries in a timely manner. Attend work on a regular and predictable schedule according to agency attendance and leave policies. Travel up to 20% of the time. Embod on and support the Texas Model by demonstrating its core values in daily tasks and interactions. Qualifications Associate’s, Bachelor’s, or Master’s degree with major coursework in Clinical Psychology, Psychology, Sociology, Social Work, Family Relations, Guidance and Counseling, Rehabilitation, or other related social sciences. Four (4) years of full‑time wage‑earning experience providing chemical dependency treatment services. Registered with the Texas Department of State Health Services (DSHS) as either a Licensed Chemical Dependency Counselor (LCDC). Certified in the State of Texas as one of the following: Peer Recovery Support Specialist (PRSS), Re‑Entry Peer Specialist (JI‑RPS), Recovery Support Peer Specialist (RSPS) (Preferred) or Licensed Qualified Credentialed Counselor (QCC) based on another credential. #J-18808-Ljbffr Texas Juvenile Justice Department
