Engineering Specialist

Job Summary Under the direct supervision of the Assistant City Engineer or designee, performs advanced technical work. Work includes implementation of computer based operations using AutoCAD and GIS software and/or other application software to support the Engineering, Transportation and Mobility Division. Work to include preparing design plans, as well as reviewing and performing site visits for small development projects. Responsibilities include creating, integrating and maintaining interactive GIS Maps, GIS layers and City databases and application of basic engineering principles and techniques to a variety of engineering projects. Work is reviewed through conferences, reports and program effectiveness. Functional supervision may be exercised over technical and clerical personnel through observation of work. Essential Job Functions and Responsibilities Prepares and maintains various GIS maps, AutoCAD drawings, plats and charts; prepares illustrative media for various presentations. Performs queries and data analysis of GIS database to create reports on various facilities and infrastructure. Prepares, reviews and approves minor permit applications for underground utility, driveway, and other small projects, in conformance with City and other regulatory agency requirements. Performs design drafting and site visits of resurfacing, sidewalk and driveway construction. Ensures compliance with approved plans and specifications; checks materials used; determines alignment and grades, performs field measurements, prepares and maintains related records and reports. Establishes and updates AutoCAD and GIS drafting standards and details. Prepares technical specifications for the purchase of materials, equipment and services used in diversified projects. Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers. Performs related work as required for this position description only. Education and Experience Required: Graduation from an accredited college or university with a Bachelor’s Degree in Geography, Cartography, Engineering, Computer Science or a related field is required. In addition, a minimum of three (3) years of GIS and AutoCAD experience. Preferred: Graduation from an accredited college or university with a Master’s Degree in Geography, Cartography, Engineering, Computer Science or a related field is preferred. In addition, a minimum of five (5) years of GIS and AutoCAD experience. Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements. Certificates, Licenses, Registrations Valid Driver’s License: With proof of automobile insurance. Background Check: Must have an acceptable background record. Driving Abstract: Must have an acceptable driving record. Knowledge, Skills, Abilities Considerable knowledge of and proficiency in the use of computer hardware, including desktop PCs, GPS Handhelds, scanners, and plotters. Considerable knowledge of MS Office, AutoCAD and GIS. Considerable knowledge of ESRI ArcCatalog and ArcMap software, and AutoCAD. Considerable knowledge of principles and practices engineering design, and ability to read and interpret Civil Engineering as-built drawings. Knowledge of the elementary principles and practices of engineering design. Ability to make independent investigations related to engineering problems, and to enforce requirements firmly, tactfully and impartially. Ability to perform technical computations, analyze complex data, and prepare plans and reports based on findings. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public. Salary Starting Salary for Position: $74,503.60 - $82,000 annually, dependent on qualifications.
