Deputy Chief Enrollment Officer, OSE

Position Summary

The Office of Student Enrollment (OSE) manages admissions, enrollment, and transfers for students in New York City Public Schools (NYCPS) Early Childhood programs, 3‑K through grade 12, including District 75 schools. Additionally, the office oversees 12+ sites consisting of Family Welcome Centers (FWCs), Family Resource Centers (FRCs), and a call center, which are family‑facing offices that conduct enrollment transactions and provide community‑based support to families. OSE designs and implements enrollment and admissions policies and processes that provide all students with access to high‑quality public schools. OSE also has teams dedicated to supporting our most vulnerable students, including students with disabilities, students in temporary housing, foster care, and other special populations.

Responsibilities
Policy Development and Evaluation
  • Serves as the second in command for the Office of Student Enrollment, representing the Chief Enrollment Officer and the NYCPS at both internal and external stakeholder meetings, Panel for Educational Policy (PEP) public meetings, and Community Education Council meetings.
  • Supports the Chief Enrollment Officer in driving the NYCPS’s diversity efforts related to admissions and enrollment. This includes supporting Superintendents and school leaders with district‑wide and/or school‑specific diversity initiatives, spearheading innovations at the Central level to increase access and equity for all students, and engaging community leaders and advocates to ensure that all stakeholders are included in the conversation and strategy for increasing diversity in NYCPS.
  • Collaborates with the Chief Enrollment Officer to develop and determine admissions policies and procedures to improve access to high‑quality school options for all NYCPS students. These policies must align with the four core values of the admission process: equity, transparency, integrity, achievement, accountability, and student‑driven choice.
  • Raises policy issues and identifies areas in need of improvement regarding enrollment, admissions, eligibility, selection criteria, and equity of access; develops processes to effectively implement new policies.
  • Coordinates and participates in studies and evaluations to determine the needs of student populations relative to choice and admissions.
  • Monitors enrollment and demand trends and informs decisions about planning and new school development with qualitative and quantitative enrollment data.
  • Utilizes multiple data sets to make strategic decisions regarding citywide program offerings, enrollment procedures, and other policy directives, as needed.
  • Prepares and delivers presentations to staff and external groups, as requested by the Chief Enrollment Officer.
Program Management
  • Directly manages the admissions process team and oversees 3‑K through 12 admissions.
  • Manages and directs all aspects of the centralized admissions processes for the placement of nearly 300,000 students annually into high schools, middle schools, elementary school gifted and talented programs, Kindergarten, Pre‑Kindergarten, and 3‑K.
  • Oversees and coordinates the closure process across all grade levels.
  • Coordinates the admissions process timelines and resource allocations across the various admissions processes to produce a unified enrollment calendar that ensures operational feasibility throughout the year.
  • Works with the Chief Enrollment Officer and Field Enrollment Executive Directors to support the back‑to‑school enrollment period.
  • Manages key relationships with superintendents, principals, and school staff to ensure adherence to NYCPS admissions and enrollment policies and practices.
  • Supports the Chief Enrollment Officer in supervising the provision of responsive data and analyses requested by schools, superintendents, other NYCPS offices, and media or as part of a Freedom of Information Law (FOIL) request.
  • Ensures compliance with all Federal, State and City laws, regulations and policies governing student enrollment.
Family Outreach
  • Supervises the creation of content for school directories and other informational materials for students and families.
  • Represents NYCPS at CEC meetings, PEP meetings, parent forums, school fairs, and other venues as needed.
  • Supports the Chief Enrollment Officer and the NYCPS Press Office to resolve any inquiries from the press, elected officials, parent groups, and other stakeholders.
  • Oversees direct communications to families, including letters, emails, phone calls, and other methods as needed.
  • Interacts with partners, advocates, and community‑based organizations to provide information and troubleshoot concerns.
Qualification Requirements
Minimum
  • A master’s degree from an accredited college in economics, finance, accounting, business, public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a Juris Doctor degree, and two years of satisfactory full‑time professional experience in one or a combination of the following: budget administration, accounting, economic or financial administration, fiscal or economic research; or management or methods analysis, organizational research or program evaluation; or personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full‑time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full‑time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • A four‑year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full‑time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

  • Knowledge of compliance and regulatory issues for the placement and enrollment of students with disabilities.
  • Knowledge of instructional methodologies and the continuum of services for students with disabilities.
  • Understanding of funding, resource provision, and programming for students with disabilities.
  • Proficiency in Microsoft Office 365 applications.
Salary

$152,070 - $200,000 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
