Job Overview Transitional/Vocational Rehabilitation Counselor (Round Rock) – (827115) The Texas Workforce Commission’s public vocational rehabilitation (VR) program helps people with disabilities prepare for, obtain, retain, and advance in employment. General Duties Assists eligible individuals with disabilities to prepare for, retain, obtain and/or advance in competitive, integrated employment and assists students with disabilities with the transition from high school to postsecondary education and employment. Develops and maintains relationships with community referral sources, businesses, employers, and schools. Collects and analyzes all information necessary to make accurate eligibility decisions (e.g., medical, psychological, school records, employment records). Assists clients in selecting appropriate employment by analyzing strengths, resources, priorities, concerns, abilities, and interests to match the current job market. Works with consumers/students to develop a plan of services designed to achieve the identified employment goals. Creates and maintains client records and performs case load management. Ensures timely, cost-effective provision of services and tracks client progress toward employment goals. Develops and implements processes to achieve successful job placement. Applies best‑value purchasing practices and uses available, comparable benefits and services to ensure effective use of public funds. Develops referral sources, maintains resource information, and obtains appropriate referrals for blind or visually impaired clients. Participates with local education agencies and families of students to support acquisition of academic, work, and life skills for independence and success. Performs other duties as assigned. Qualifications Master’s degree in Rehabilitation Counseling or Clinical Rehabilitation Counseling from an accredited institution; or a master’s degree in counseling or related fields (Special Education, Social Work, Psychology, Human Services) plus one year of related work experience; or a master’s degree in another major plus two years of related work experience. Bachelor’s degree in vocational rehabilitation plus one year of related work experience; or a bachelor’s degree in Counseling, Education, Social Work, Sociology, Psychology, or Public Health plus two years of related work experience; or a bachelor’s degree in another major plus three years of related work experience. Graduate-level education or extensive experience may allow the position to be filled at levels ranging from trainee to senior, based on education, credentials, and prior agency experience. No prior experience required for entry‑level positions. Minimum Qualification Bachelor’s degree in a field reasonably related to vocational rehabilitation (e.g., social work, psychology, disability studies, business administration, human resources, special education, supported employment, customized employment, economics). No experience required. Travel and Physical Requirements Up to 30% travel for VRC and 70% travel for TVRC. Transportation responsibility of the employee. Ability to lift or carry up to 10 pounds. Additional Requirements Applicants without a master’s degree in Rehabilitation Counseling, a CRC certificate, or an LPC credential must complete required CSPD educational courses within a defined timeframe upon employment. When advancing from T/VRC Trainee to T/VRC I, at least one year of paid or unpaid experience working with people with disabilities is required.
