Program Cost Control Analyst

HII Mission Technologies is seeking a highly experienced Program Cost Control Analyst 2 (PC2) to perform program control and cost accounting activities in support of complex contracts. The role establishes and maintains cost control systems, performs financial analyses, and ensures contracts remain within negotiated parameters and government cost control guidelines. This position is based in Syracuse, NY and involves a hybrid work schedule, collaborating closely with Program Management (PM), the Mission Partner (MP), and other internal stakeholders. Key Responsibilities Set up cost control systems and monitor costs and schedules on contracts requiring a validated cost schedule control system. Perform analyses and prepare reports to ensure contracts remain within negotiated parameters and government cost control guidelines. Prepare budgets and schedules for contract work, and assist in financial analyses such as funding profiles, sales outlook, and variance analysis. Prepare program plans to capture and schedule all program requirements and the statement of work. Perform schedule risk assessments to identify and mitigate program cost and scheduling risks. Maintain accurate records of expenditures, prepare expenditure projections, and submit timely requests for additional funding to the government. Incorporate contractual changes into control systems, maintaining realistic cost and schedule baselines. Coordinate project set‑up in compliance with contractual terms, conditions and requirements. Identify financial risks and opportunities and contribute to resolution with PM, Contracts, Procurement and Accounting. Prepare Financial Contract Data Requirements (CDRL) for programs, ensuring accuracy and timeliness. Perform ad‑hoc financial analysis on the contract as requested by PMO and others. Ensure adherence to GAAP, Sarbanes‑Oxley, FAR and all company policies and procedures related to contract performance and financials. Perform additional duties as assigned. Minimum Qualifications Excellent analytical, organizational, and communication skills. Strong working knowledge of Excel and the MS Office suite; familiarity with relevant software applications. Strong organizational skills, able to handle multiple tasks simultaneously and meet deadlines. Ability to work independently and as a member of a team, with strong communication and presentation skills. 3 years of relevant experience with a Bachelor’s in a related field, or 1 year of relevant experience with a Master’s, or a High School Diploma (or equivalent) with 7 years of relevant experience. Ability to obtain a Government Clearance. Preferred Requirements Experience working in hybrid environments with cross‑functional and geographically distributed teams. Proficiency in Deltek Costpoint and familiarity with web‑based invoicing platforms used by government or commercial partners. Working knowledge of FAR, CAS, and invoicing/revenue recognition best practices. Strong background working with multiple government contract types: FFP, FPI, FPLOE, T&M, CPAF, CPFF, CPIF, and hybrid contracts. Prior government contracting experience is preferred.
