Job Description - Transportation Engineer I or II (Schematic Design) (2602154) Job Description Transportation Engineer I or II (Schematic Design) - ( 2602154 ) Position Information The TxDOT Houston District is seeking a highly motivated Transportation Engineer I or II to join the District's Schematic Section. This position plays a critical role in the planning and project development process by leading and supporting the preparation of transportation project schematics for roadway improvement projects throughout the Houston District. The selected candidate will develop roadway schematics using OpenRoads Designer (ORD), coordinate project development activities with multidisciplinary teams, support public involvement efforts, and work closely with environmental, design, and project management staff to advance projects from planning through PS&E development. This position offers an excellent opportunity to contribute to some of the largest and most complex transportation projects in Texas while working alongside a collaborative team of engineers, planners, environmental specialists, and project managers. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details. Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments, however all unusual issues are referred to the supervisor. Assists Project Managers related to resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives. Coordinates and/or monitors assigned projects/programs/plans Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects. Coordinates traffic engineering studies and traffic counts. Makes presentations and represents TxDOT. Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements. Performs engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projects. Performs other job responsibilities as assigned. Includes all essential duties listed for Transportation Engineer I as well as: Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and/or traffic safety projects. Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation. Assists in developing and/or monitoring budgets. Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility. Negotiates fees, explains scope of work and monitors consultant design contracts. Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Represents the district/division at technical meetings and public hearings at local, state, federal and/or international levels. Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project's impact on adjacent properties. Performs other job responsibilities as assigned. Minimum Qualifications: Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS. Experience: 4 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Valid driver’s license. This position requires driving a state vehicle. Licensed Prof Engineer* *Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS. Experience: 5 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Valid driver’s license. Preferred Qualifications: Transportation Engineer I and II Experience preparing roadway schematics and preliminary engineering layouts Proficiency in OpenRoads Designer (ORD) Experience with roadway geometric design and project development processes Transportation Engineer I and II Considerable knowledge of: Transportation principles and methods for moving people or goods by multimodal (road, air, water) methods, including their relative costs, advantages and limitations Cost estimating and cost controls Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area Public relations for maintaining effective working relationships with individuals and groups, both internal and external Applying engineering principles, practices, and methods in job responsibilities Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines Using computers, applicable programs, applications, and systems Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals Physical Requirements and Working Conditions: Transportation Engineer I and II Subject to inside and outside environmental conditions Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools Reaching - extending hand(s) and arm(s) in any direction Standing - prolonged periods of time Fingering - picking, pinching, typing; working primarily with fingers rather than whole hand Talking - expressing or exchanging ideas by spoken words Hearing - perceive sound at normal speaking levels; receive information by oral communication Repetitive Motion - substantial movements of the wrists, hands, and/or fingers Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading Visual Acuity - operate motor vehicles and/or heavy equipment This job has been identified as physically demanding and will require a pre-employment physical. Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing. Please note that the Department of Transportation's Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) – does not authorize “medical marijuana” under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
