CLINICAL DIRECTOR JOB DESCRIPTION
POSITION TITLE: Clinical Director
REPORTS TO: Chief Executive Officer
SUPERVISION: Direct Supervision of Clinical; Indirect Supervision of Interns and Volunteers
POSITION ACCOUNTABILITY:
This position is responsible for the planning, implementation and coordination of all treatment services delivered to all clients. This includes ensuring that clinical supervision is occurring according to staff needs and licensing requirements, established agency procedures are followed and that clinical standards that are set for treatment planning, the delivery of individual case management services, group and psychoeducational didactics, discharge planning and referral services are met. Significant creativity and innovation are necessary in order that clients are successfully engaged, motivated and supported in their efforts to achieve treatment plan objectives. Services to be provided using the client centered recovery-oriented model of care. Collaboration and coordination with both internal and external resources are crucial to successful client outcomes.
TASKS AND RESPONSIBILITIES:
- Staff and Program Supervision
Responsible for the coordination and supervision of staff, interns, and volunteers who provide services to the clients of Perry Behavioral Health. Responsible for the selection, training, assessment, and termination of staff and credential reviews. Ensures that the Perry Behavioral Health program operates effectively and efficiently according to policy. Facilitates individual and organizational growth and change and fosters a culturally sensitive service delivery system by consistently advocating the need for high quality clinical care using services which reflect a client centered recovery-oriented model of care.
Develops a leadership style that creates and maintains an environment based on mutual respect, trust, and teamwork
Demonstrates the multiple roles of the clinical supervisor including consultant, mentor, teacher, team leader, evaluator and administrator
Establishes a productive, healthy learning alliance with staff focused on improving client services and job performance
Assesses needs and carefully plans and systematically implements individual and group supervisory activities that promote clinical and program service improvement
Analyzes and evaluates agency issues and policies to better understand, clarify, and participate in the continuous improvement of the agency and staff performance and service outcomes
Plans and facilitates in-service training and other organizational activities that support the application of clinical interventions that are responsive to the needs of the agency, clients, and supervisees

- Regulatory
Ensures the development, implementation and enforcement of all policies and procedures as required by law, licensure, contracts and accreditation under the direction of the Chief Executive Officer. Implements and monitors the quality of all program functions through the Continuing Quality Improvement procedures.
Completes the necessary administrative procedures to maintain full regulatory compliance;
Establishes the best procedures to:
1. Monitor utilization
2. Satisfy all contract requirements

· Timely reporting
- Internal and External Communication/Collaboration:
Responsible for effectively applying technology, within agency and regulatory limits, for communication, program monitoring, report writing, problem solving, record keeping, case management, and other activities. Ensures the maintenance, storage, and security of client records and protected health information consistent with the organization’s policies and procedures, government regulations and ethical principles. Maintains positive working relationships with community and voluntary resources, other rehabilitation facilities and/or any health or welfare agency that would assist the patient and family in the recovery process.
Contributes as part of the multidisciplinary team
Demonstrates respect and non-judgmental attitudes toward clients in all contacts with community professionals and agencies
Exchanges relevant information with other professionals in a manner consistent with confidentiality rules and regulations and generally accepted professional standards of care

· Readiness of access to needed resources, quality of resources accessible, and demonstration of effective working relations;
· Knowledge of and access to network data base: efficiency and effectiveness of client referral;
· Quality of working relations: timeliness and appropriateness of consultation, the ability to cooperate and the results of collaborative efforts.
- Administration:
Responsible for the accurate, timely and complete documentation of services personally delivered, as well as for ensuring that the documentation of other services accomplished is complete. Responsible for issuing reports and communications that are called for in the completion of assigned duties. Ensures the efficient operation of the site in conjunction with other team members and ensures that all client activities occur as planned. Is an active participant in the organization’s PI Plan and complies with all monitoring, documenting, and reporting requirements.
Ensures that all treatment plans, progress notes, group notes, and any other documentation is completed according to policy, is legible, and reflects client participation in treatment
Ensures that all reports and/or documents requested by management are accurate and timely
Ensures efficient programming occurs through volunteering coverage as needed
Anticipates the needs of the clients and the program to ensure effective programming

· The timely and accurate completion of treatment records and reports requested;
· Compliance with administrative needs and timely response to special requests;
· The quality and effectiveness of internal and external written communications.
- Professional Responsibility:
Responsible for adhering to all applicable Federal and State laws along with Joint Commission requirements, the professional code of ethics prescribed by the agency’s license, the professional code of ethics prescribed by the license held, the policies and procedures detailed in Perry Behavioral Health's Policy and Procedure Manual, the Perry Behavioral Health's Code of Ethics statement and the instruction provided by supervision to include alternative duties. This includes the responsibility to make no statement or take any action that would knowingly threaten the best interests of the agency, other staff members, and/or clients in our care. Responsible for undertaking and sustaining a commitment to job related professional growth.
Knowledge of and adherence to all confidentiality laws as applied to substance use and protected health information.
Knowledge of and adherence to the professional code of ethics of the agency and the licensing boards
Development of personal, professional goals developed in conjunction with supervisor to improve the effectiveness and efficiency of programming

EDUCATION : Master’s degree in social work or related field
EXPERIENCE: 3 years experience in the field of Mental Health/Substance Abuse
Working knowledge of 12-step programming
2 years experience in a supervisory position
Valid Driver’s license
QUALIFICATIONS :
LCSW
LMFT, LPC
