POSITION SUMMARY

IEP Resource Group Inc. is seeking an experienced, highly proactive Site Safety & Health Officer (SSHO) for a federal construction project in Richmond, Virginia .

The SSHO will serve as the project’s dedicated onsite safety professional and will be responsible for implementing, administering, documenting, and enforcing the project’s safety and health program.

This position requires a safety professional who takes a proactive—not reactive—approach to jobsite safety . The successful candidate must maintain a strong field presence, identify hazards before incidents occur, work directly with project management and subcontractors, and ensure corrective actions are completed promptly.

The SSHO will oversee compliance with the project’s Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), OSHA requirements, EM 385-1-1 requirements, and all applicable federal and project-specific safety requirements.

MINIMUM QUALIFICATIONS

Candidates must be able to satisfy the project’s contractual SSHO requirements and provide documentation supporting their qualifications for Government review.

Required qualifications include:

• OSHA 30-Hour Construction Safety Outreach training completed within the past five (5) years.
• Current professional safety certification and a minimum of three (3) years of dedicated construction safety-related experience.
• Knowledge of and ability to comply with OSHA 29 CFR 1926 and applicable EM 385-1-1 requirements.
• Demonstrated ability to prepare, administer, maintain, and enforce project-specific safety documentation.
• Strong written and verbal communication skills.
• Ability to communicate effectively with project management, Government representatives, subcontractors, supervisors, and craft personnel.
• Ability to work full-time onsite in Richmond, Virginia for the duration of the project.

The project specifications also identify qualifying experience paths that may include:

• Seven (7) years of construction-industry safety-related experience; OR
• A safety and health degree from an accredited college or university plus five (5) years of construction safety experience; OR
• Current CSP (Certified Safety Professional) or CHST (Construction Health and Safety Technician) certification plus the applicable construction safety experience required by the contract.

Final qualification and acceptance are subject to the requirements of the federal contract and Government review.

PRIMARY RESPONSIBILITIES

The Site Safety & Health Officer will be responsible for:

• Maintaining a consistent onsite safety presence during construction operations.
• Implementing and administering the Government-accepted Accident Prevention Plan (APP) .
• Conducting and documenting daily jobsite safety inspections .
• Identifying unsafe conditions, behaviors, and work practices before they result in incidents.
• Taking immediate action to address serious hazards and ensuring deficiencies are corrected promptly.
• Reviewing subcontractor safety programs and monitoring subcontractor compliance.
• Coordinating, reviewing, and maintaining Activity Hazard Analyses (AHAs) .
• Conducting site-specific safety orientations before employees and subcontractor personnel begin work.
• Conducting and documenting required safety meetings and toolbox talks.
• Conducting and documenting the contractually required weekly safety meetings .
• Coordinating Competent Person requirements with subcontractors and verifying appropriate qualifications.
• Maintaining required safety records and documentation onsite.
• Tracking safety deficiencies, responsible parties, corrective actions, and closeout.
• Assisting with accident, injury, incident, property-damage, and near-miss investigations and reporting.
• Verifying that workers have received required safety training.
• Working closely with the Superintendent, Project Manager, subcontractors, and Government representatives.
• Promoting a strong safety culture in which hazards are anticipated and corrected before an accident or injury occurs .

WHAT WE ARE LOOKING FOR

IEP Resource Group Inc. is looking for more than someone who simply completes safety paperwork.

We are seeking an SSHO who is visible in the field, proactive, organized, professional, and willing to take ownership of project safety . The successful candidate must be capable of recognizing changing jobsite conditions, communicating effectively with workers and management, and taking appropriate action before unsafe conditions become incidents.

The SSHO must be comfortable enforcing safety requirements while maintaining productive working relationships with subcontractors, project management, and Government personnel.

FEDERAL PROJECT REQUIREMENTS

Candidates must be able to provide documentation verifying applicable:

• OSHA training
• Safety certifications
• Construction safety experience
• Education, if used to satisfy qualification requirements
• CSP or CHST certification, if applicable
• Other training or qualifications required by the project specifications

All candidates are subject to verification of qualifications and acceptance in accordance with the project contract and applicable Government requirements.
