Financial Reporting Analyst

About the role TJS Group is hiring two mid-level Financial Analysts to support the Defense Intelligence Agency's (DIA) Office of the Chief Information Officer, Integrated Planning and Audit Division. This team provides the financial operations backbone for the CIO's IT portfolio: budget execution, cost analysis, unliquidated obligations management, and quarterly audit readiness reporting to the DIA Comptroller and OUSD(C). This is a direct-support role with high visibility. You will work alongside government fund holders, CORs, and senior CIO leadership, and your products will inform resourcing decisions across DIA's IT portfolio. Performance begins on or about October 28, 2026. What you will do Perform business management analysis including process analysis, operational reviews, business policy reviews, and impact assessments supporting senior CIO decision-makers Track, control, and report obligations and expenditures, including validation of unliquidated obligations (ULOs) Support spend plan development and maintenance, unfunded requirements (UFRs), and contract under-burn analysis Conduct data collection and cost analysis of user and technical requirements to produce cost estimates for DIA/CIO Apply Dormant Account Review Quarterly (DAR-Q) sampling methodology to dormant open balance populations, ensuring statistically valid, documented selections compliant with OUSD(C) requirements Prepare complete DAR-Q packages, including certifications, supporting documentation, and executive summaries, for DIA Comptroller review and OUSD(C) FIAR Directorate submission Provide technical assistance and guidance to fund holders and DAR-Q managers throughout the quarterly review cycle Develop and deliver financial management briefings for senior CIO, CFO, and DIA leadership Review program build guidance, Congressional Marks, and related budget documents for CIO impact Document processes and procedures, and identify substantive process improvement opportunities Maintain the division's SharePoint site, ensuring shared financial data is accurate, current, and accessible Required qualifications Active Top Secret clearance with SCI eligibility. Candidates must hold or be able to obtain SCI access prior to contract start Minimum three years of professional experience in cost/price analysis, to include direct support for IT portfolio management, business process establishment, and resource programming and execution in a federal government environment, with relevant experience within the last two years Bachelor's degree in a related field Demonstrated ability to examine, analyze, and interpret financial and budgetary records, prepare and evaluate financial reports, and perform functional duties independently Advanced Microsoft Excel Preferred qualifications Current CI polygraph Direct DAR-Q, FIAR, or FISCAM experience Prior support to DIA, NSA, NGA, or another Intelligence Community organization Familiarity with FACTS, CMS, IRMIS-FI, ADVANA, GFEBS, DAI, or comparable federal financial systems Experience building financial dashboards in Power BI or Tableau CDFM, CGFM, CPA, or CIA certification Working knowledge of OMB Circular A-123 and internal control testing Clearance An active Top Secret/SCI clearance is required for this position. Additional accesses may be required as mission needs dictate. Candidates without an active clearance cannot be considered. Location and schedule Onsite at DIA facilities in the National Capital Region. Core duty hours fall within 0600 to 1800, Monday through Friday, on a standard 40-hour week. Limited offsite work may be authorized with government approval. Compensation $78,000 to $85,000 annually, commensurate with experience, plus a full benefits package including health, dental, vision, 401(k), and paid time off.
