Property Appraiser III (Auditor)

Personal Property Appraiser

Maintains accurate and equitable valuations of personal property in Augusta-Richmond County within the guidelines of Georgia laws pertaining to taxation and valuation of personal property, generally accepted accounting principles, standard operating procedures, and instructions from the supervisor. Reports to the Auditor Supervisor or other designated person and works with taxpayers, businesses, professionals, employees, co-workers, and the public to provide accurate and accessible records.

Principal Duties and Responsibilities

  • Audits business returns and financial documents; performs random audits.
  • Reviews amendment accounts to ensure eligibility and updated values.
  • Prepares cases and defends values to Board of Equalization.
  • Determines property eligible to be taxed and verifies eligibility and value of tax exemption requests.
  • Classifies personal property by category and by estimated useful life class.
  • Assists the public by answering questions concerning the valuation of personal property. Assists in gathering data to complete a property digest
  • As Required: Performs other duties of a similar nature or level.

Position Specific Responsibilities Might Include:

  • May supervise and/or train designated personnel.

Education: Bachelor's degree or Associate Degree in Accounting, Finance, Real Estate and/or related field of study based on years of experience.

Experience: No previous experience required with a Bachelor's Degree OR Two (2) years of experience in personal property auditing and appraisal, usually associated with completion of apprenticeship or internship, with an Associate Degree.

Knowledge/Skills/Abilities:

  • Considerable knowledge of Georgia law pertaining to taxation of personal property, accepted accounting principles, and procedures used to determine valuations of personal property.
  • Familiarity with state and county rules and regulations and departmental policies and procedures.
  • Proficiency in record keeping.
  • Mastery of computer use and standard office equipment.
  • Good communication skills, both oral and written.
  • Demonstrated ability to work independently

Certification:

  • Must successfully complete at least 40 hours of training during each two years of tenure (specified by the Department of Revenue).
  • Must possess or have ability to pass the Appraiser III examination as established for this level and to be certified by the Georgia Department of Revenue (DOR) as an Appraiser III within the development period of 36 months.

Licensing:

  • A valid driver's license with good driving history or have ability to obtain a valid operator/driver's license for the type vehicle or equipment operated. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.

  • Equipment: Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Verbal: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data, and information.
  • Math: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
  • Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness, and creativity in situations involving evaluation of information against measurable or verifiable criteria.
  • Physical Abilities: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-20 pounds).
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, unsafe structures, heights, confined spaces, vibrations, animal/wildlife attacks, animal/human bites, water hazards, or rude/irate customers.
