Make a positive difference in our community and be a part of a dynamic and innovative team as a Senior Technical Systems Specialist for the Information Technology department of the HCA County of Orange. THE POSITION The Senior Technical Systems Specialist serves as a hands‑on technologist and Subject Matter Expert (SME) over Cerner Millennium and related customized mitigations, electronic medical billing, and critical reporting. The Specialist will provide guidance over production processes, data audits, HIPAA, security and privacy (ePHI), and will interface with other HCA departments to stay informed about user workloads, system responsiveness, process changes, and reporting requirements. This position is vital to developing, testing, and implementing a newer release of the Cerner Millennium application and implementing technical changes to align with Medi‑Cal’s SD/MC, Phase II HIPAA system for health claims adjudication. RESPONSIBILITIES Function as technical lead over ProFit software module(s)/custom processes and manage all ProFit functional issues. Apply technical knowledge of systems, application development tools, and operational processes to develop required solutions. Provide expertise in testing and development of new Cerner Millennium ProFit releases, collaborating with Cerner and relevant teams. Approve and validate code loads, scripts, and reference information settings. Plan, track, and execute database purges. Initiate and lead auditing and data validation actions. Lead, validate, and audit design changes and mitigations. Serve as SME over all billing processes and coordinate user training. Analyze, troubleshoot, and manage resolution of ongoing issues with Cerner and third‑party vendors. Train and mentor peers. Respond to helpdesk service tickets as needed. Create scenario testing for regression testing. Participate in planned and unplanned system downtimes for ProFit modules, performing L2 and regression testing. Visit relevant clinics to maintain familiarity with business processes. DESIRED QUALIFICATIONS Experience Senior IT professional with diverse experience in electronic medical billing, software development, and enterprise‑wide implementation processes. Must be an SME in Cerner’s ProFit module(s) including EDI processes and other billing functions, with expert knowledge of clinical front‑end actions that create healthcare source documents and the full lifecycle of charges and claims. Education Completion of 24 units of college‑level or equivalent coursework demonstrating a sound conceptual understanding of technical systems concepts. PHYSICAL, MENTAL AND ENVIRONMENTAL CONDITIONS Physical strength sufficient to lift up to 25 pounds; independent mobility to work in an office and drive a vehicle; adequate vision and hearing to read screens and communicate. Work primarily in an office with occasional off‑site meetings.
