This is an excepted service position that requires membership in a compatible military assignment in the DC Air National Guard.

MILITARY REQUIREMENTS: You must meet the minimum military rank as specified in this announcement. Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.

This position is located in an Air National Guard (ANG), Component Numbered Air Force (cNAF), Air Operations Group (AOG), Air Support Squadron (ASUS). The primary purpose of this position is to serve as the full-time Health Systems Specialist for the installation, geographically separated units (GSUs), and tenant units, with responsibility for managing all medical administrative functions including medical support, medical operations, force health management and related medical applications. Due to the unique mission of the cNAF, this PD cannot be used in any other organization.

Duties:

• Manages Health Services activities, including plans and operations, human resource management, and medical staffing.
• Provides medical management and advisory services that contribute substantially to the plans, policies, decisions, and objectives of senior management.
• Develops plans, policies, procedures, goals, and objectives for the overall operation of the Medical Staff.
• Ensures that plans and schedules are prepared for Medical Staff members and support personnel to attain combat ready proficiency.
• Determines eligibility, authorizes and coordinates civilian and military medical care for Active Guard Reserve (AGR) personnel and other eligible beneficiaries in accordance with directives and local policies.

GENERAL EXPERIENCE: General experience includes experience showing ability to perform work to manage health service activities, including plans and operations, managed care, human resource management, logistics management, patient administration, budgetary and fiscal management, medical manpower, medical facility management, biometrics, medical recruiting, and aeromedical evacuation.

SPECIALIZED EXPERIENCE: Specialized experience includes experience demonstrating the ability to progressively perform analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

• Missions, organizations, programs, and requirements of health care delivery systems;
• Regulations and standards of various regulatory and credentialing groups; and
• Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

An Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. Other completed degrees in Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research or other closely-related degree fields.

A Graduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent.
