Grant & Contract Billing and Receiving Specialist - Dallas, Texas

Mark Cuban Cost Plus Drug Company is seeking a detail-oriented Grant & Contract Billing and Receiving Specialist to manage compliant invoicing, grant drawdowns, and receivables for its portfolio of federal grants and contracts. This role ensures billing aligns with contract terms, incurred costs, funding limitations, and applicable government requirements while supporting audit-ready documentation and timely collections. Responsibilities: Prepare and submit invoices in accordance with contract terms for cost-reimbursable, time-and-materials, firm-fixed-price, and milestone-based agreements. Submit invoices through government systems, including WAWF/iRAPT and agency-specific invoicing portals. Track contract funding, ceilings, level of effort, and periods of performance; identify and elevate limitation-of-funds and limitation-of-cost thresholds. Manage grant drawdowns and prepare required financial reports. Monitor unbilled receivables and accounts receivable aging, supporting timely follow-up and collections. Reconcile billed amounts to incurred costs and investigate and resolve billing discrepancies. Partner with Contracts, Program Managers, and project teams to validate billing inputs and supporting documentation. Support revenue recognition activities and maintain complete, audit-ready billing records. Requirements: Bachelor's degree in Accounting, Business, or a related field, or equivalent relevant experience. At least 3 years of government billing or contract administration experience. Working knowledge of federal contract types, including cost-reimbursable, time-and-materials, firm-fixed-price, and milestone-based contracts. Experience using government invoicing systems such as WAWF/iRAPT. Strong attention to detail, organizational skills, and ability to manage multiple contract requirements accurately. Familiarity with grant accounting and Uniform Guidance (2 CFR 200) is preferred. Experience with Deltek or another government-compliant ERP billing module is preferred.
