Data Analyst

ICF is seeking a Data Analyst to support an enterprise learning data and analytics platform that leverages emerging technology to ingest data in real time at extreme volumes and high velocity. The role focuses on data mining, analysis, and visualization to uncover insights and solve business problems.

Responsibilities:

• Develop and maintain dashboards, reports, and data visualizations using tools such as Power BI, Tableau, or similar business intelligence platforms.
• Analyze learner, workforce, and training performance data to identify trends, gaps, risks, and opportunities for improvement.
• Create recurring and ad hoc reports for program managers, executives, and stakeholders.
• Validate, cleanse, reconcile, and monitor data quality to ensure accuracy, completeness, and reliability.
• Develop key performance indicators (KPIs), metrics, and scorecards to support organizational objectives.
• Support data governance, metadata management, and data standardization efforts.
• Perform root-cause analysis and statistical analysis to support data-driven decision-making.
• Translate business requirements into data collection, reporting, and visualization solutions.
• Partner with technical teams, business stakeholders, and subject matter experts to identify reporting and analytics needs.
• Document data definitions, business rules, reporting methodologies, and analytical processes.
• Present findings, trends, and recommendations to both technical and non-technical audiences.
• Support audit requests, compliance reporting, and data calls from federal stakeholders.

Basic Qualifications:

• 3+ years of experience analyzing, interpreting, and reporting on complex datasets.
• Bachelor's degree

Additional Qualifications:

• Experience developing reports, dashboards, and visualizations for business stakeholders.
• Experience writing complex SQL queries and performing data validation activities.
• Proficiency with Power BI, Tableau, Qlik, or other business intelligence and visualization tools.
• Experience with data transformation and preparation tools.
• Knowledge of data warehousing concepts and relational databases.
• Experience working with large datasets from multiple data sources.
• Understanding of statistical methods, data profiling, and trend analysis.
• Ability to communicate complex analytical findings through effective visualizations and presentations.
• Familiarity with Agile project environments and requirements management processes.

Preferred Qualifications:

• Experience analyzing learning management system (LMS) data, student participation data, certification data, or workforce development metrics.
• Experience supporting enterprise analytics initiatives in regulated federal environments.
• Experience developing executive dashboards and performance measurement frameworks.
• Knowledge of learning analytics, Kirkpatrick evaluation methodologies, training effectiveness measurement, or workforce planning analytics.
• Experience with Power BI, Azure Data Services, Microsoft Fabric, or other Microsoft analytics platforms.
• Experience supporting FDA, HHS, or other federal health-sector organizations.
• Familiarity with data governance, privacy requirements, and federal information management standards.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.


The pay range for this position based on full-time employment is:
$81,499.00 - $138,549.00
