Senior Project Controls & Cost Analyst

Morgner Construction Management is seeking an experienced Project Controls Specialist III (Cost Analyst) to support one of the largest educational capital improvement programs in Southern California. This position will play a key role in cost management, budgeting, forecasting, financial reporting, and project controls for multiple capital construction projects. Key Responsibilities Maintain project budgets, forecasts, and cost control systems. Participate in monthly Estimate at Completion (EAC) reviews and variance analysis. Monitor project expenditures and analyze cost performance trends. Support change management processes, including change orders, amendments, and budget adjustments. Assist with project establishment, re-baselining efforts, and funding requests. Perform cost forecasting and risk assessments to identify potential budget impacts. Review contractor and consultant payment applications for accuracy and compliance. Generate financial reports, dashboards, and cost management metrics for project stakeholders. Reconcile project budgets and costs to ensure reporting accuracy. Coordinate with scheduling teams to evaluate schedule impacts on project costs and cash flow. Assist in the preparation and validation of contract amendments, task orders, purchase requisitions, and budget allocation documents. Support project controls databases and reporting systems to maintain data integrity. Minimum Qualifications Bachelor's degree in Engineering, Construction Management, Business Administration, Finance, or a related field. Minimum 5 years of professional experience in project controls, cost engineering, cost analysis, or construction program management. Experience supporting projects through the full project lifecycle. Knowledge of: Cost Management Budgeting and Forecasting Earned Value Management (EVM) Change Management Financial Reporting and Analysis Strong communication and presentation skills. Ability to work effectively in a fast‑paced team environment. Preferred Qualifications Experience supporting large capital construction programs. Educational facility, public agency, transportation, aviation, or infrastructure project experience. Advanced Microsoft Excel skills. Experience with Proliance, Deltek Costpoint, Data Warehouse systems, Power BI, or similar project controls software. Experience developing executive‑level financial reports and dashboards.
