Global Process Owner - Project Portfolio Management

Job Description Under the general direction and guidance of the Assistant Controller, Contracts & Grants Accounting, the Oracle Cloud ERP Global Process Owner (GPO) for Project Portfolio Management (PPM) will serve as the primary subject‑matter expert and solution architect for PPM initiatives. This senior role collaborates with IT and other functional teams to support the successful implementation, monitoring, and administration of key systems and processes. It drives the strategic vision of CGA and the department, ensuring operational, financial, and reporting needs are met through effective use of available tools and resources, and engages as a strategic partner to communicate business requirements and priorities so that systems and processes align with organizational objectives. Department Summary The UCSF Controller’s Office delivers accounting services and related systems for faculty, staff, and students across the university. The Contracts & Grants Accounting (CGA) unit supports research and education by providing collaborative and advisory post‑award management, financial oversight of sponsored research and campus‑based student loans, and compliance monitoring with federal, state, local, or sponsor regulations and university policies. Responsibilities Serve as the organization’s expert on significant policy issues or initiatives, collaborating with IT and other departments to identify, communicate, and prioritize business requirements for systems and processes, and act as business lead for project oversight. Provide leadership, guidance, education, and policy development for the PPM project, driving end‑to‑end business design for PPM workstreams—including award set‑up, budgeting, expenditure tracking, billing, and reporting for research projects—and maintain ongoing ownership and governance of PPM business processes beyond ERP implementation. Identify cross‑organizational policy issues, partner with stakeholders to monitor system performance and address gaps or inefficiencies, and drive coordinated ERP‑related business process changes across PPM workstreams. Formulate new policies and procedures for implementation, drive departmental planning and policy development for research within the ERP project, provide consultative services to administrators and stakeholders, and advise leadership on enterprise business process strategy, governance, and operational impacts. Ensure compliance with legal and regulatory requirements in a changing environment, coordinate with IT to support departmental goals, define future‑state business processes for sponsored research administration, and monitor changes in the research and regulatory landscape. Plan, develop, and implement new programs and organizational structure changes, develop documentation, training materials, and post‑implementation support strategies, and manage change management, training, and stakeholder communications across the UCSF research enterprise. Propose, lead, or participate on policy and planning committees, lead cross‑functional collaboration, act as the primary representative for the business unit in system, reporting, and data discussions, and represent UCSF with UCOP and other external stakeholders on PPM‑related matters. Qualifications Required Bachelor’s degree in a related area and/or equivalent experience/training. Minimum 3 years of hands‑on experience with Oracle Cloud ERP (Fusion), including Grants Management, Projects, and Financials modules. Minimum 5 years of progressive experience in sponsored research administration or related financial systems management within higher education or research institutions. 10+ years of relevant progressive experience. Demonstrated success representing the business owner for an Oracle Cloud ERP implementation or upgrade for the Sponsored Research or Grants workstream at an R1 or similarly complex university or academic medical center. Ability to travel to UCSF locations as needed. Expert knowledge of common organizational‑ or research‑specific and other computer application programs. Highly skilled communication and interpersonal skills to influence others, both verbally and in writing. Ability to use discretion and maintain confidentiality. Ability to multi‑task with demanding timeframes. Expert analytical/problem‑solving skills. Preferred Advanced degree. Highly skilled in all levels of project management.
