POSITION OVERVIEW: The Clinical Coordinator of Unhoused Programs provides hands-on leadership, supervision, and program accountability for Permanent Supportive Housing (PSH/DDX) and OCI Community programs serving individuals experiencing homelessness. The position ensures high-quality, clinically appropriate, and compliant service delivery; supervises assigned staff; and maintains accountability for program operations, documentation, billing integrity, resident compliance, and service outcomes. The Coordinator remains actively engaged in the field through staff shadowing, clinical intakes, crisis support, and oversight of housing stability and resident needs. 

ESSENTIAL POSITION RESPONSIBILITIES:

Strategic & Mission-Aligned Leadership

• Translate organizational and program priorities into clear expectations, measurable service outcomes, and coordinated work plans for assigned programs. 
• Align PSH/DDX and OCI Community services with the agency mission, person-centered care principles, housing stability goals, and community needs. 
• Anticipate program, staffing, and resident needs; recommend and implement improvements that strengthen service quality, continuity, and sustainability. 

People Leadership & Culture

• Supervise staff through individual and team meetings, field observation; provide performance feedback. 
• Build a culture of accountability, engagement, professional communication, and person-centered service while addressing personnel concerns consistently and promptly. 
• Maintain appropriate staffing, scheduling, and program coverage; support onboarding, training, competency development, and corrective action when expectations are not met. 

Operational & Financial Stewardship

• Oversee daily operations of PSH/DDX and OCI Community programs, including intakes, service coordination, resident compliance processes, crisis response, and housing stability activities. 
• Monitor program budgets and expenditures in collaboration with leadership and approve timesheets, time-off requests, mileage, and expenses in accordance with policy. 
• Establish reliable workflows and monitor staffing, productivity, documentation, billing, reports, and follow-through to support effective and timely program execution. 

Quality, Compliance & Risk Management

• Ensure compliance with clinical, licensing, contract, grant, payer, billing, medical necessity, agency policy, and ethical requirements across assigned programs. 
• Monitor service quality, assessments, treatment planning, documentation, productivity, resident status, occupancy, and 14-day compliance or 30-day move-out processes; implement corrective action as needed. 
• Provide clinical intakes and on-site support for complex resident needs and crisis situations; identify and escalate safety, service, financial, or compliance risks appropriately. 

Collaboration & Stakeholder Leadership

• Collaborate with organizational leaders and staff to coordinate referrals, entry, placement, clinical services, housing supports, and effective resolution of program concerns. 
• Develop and maintain productive relationships with consumers, landlords, community partners, external agencies, the Continuum of Care, funders, and other stakeholders. 
• Represent the organization professionally in internal and external meetings and communicate timely, accurate information that strengthens trust, alignment, and shared accountability. 
• Other duties as assigned by supervisor.

POSITION REQUIREMENTS:

• Bachelor's degree in human services or a related field required. 
• Clinical licensure, or eligibility for licensure, required to perform intake and assessment responsibilities is preferred .
• Prior supervisory or program-management experience preferred, including the ability to coach staff, provide direct feedback, and implement corrective action. 
• Experience serving individuals experiencing homelessness, mental illness, and SUD preferred. 
• Knowledge of clinical documentation, billing, grant/contract compliance, and housing-program operations. 
• Strong leadership, communication, conflict-management, organizational, and problem-solving skills.

Driver Level: Level 2 - Routine driving for work, errands, or transporting others; may be infrequent or on an irregular basis. Personal insurance and a valid driver's license are required. 

Position Flexibility: Community-Based - This position is primarily community-based, with most work conducted in the field with clients or partners. Required office-based tasks must be completed onsite; limited remote work flexibility may be available in accordance with HR-approved department standards. 

PHYSICAL REQUIREMENTS:

• Sitting for extended periods and extensive computer/data-entry work. 
• Bending and stooping; lifting and carrying up to thirty (30) pounds. 
• Regular driving and community mobility to support clients, staff, programs, and partner coordination. 
• Ability to work in office, residential, and community settings, responding to needs as required.
