Colorado Works Case Manager

Eagle County Government is seeking a Colorado Works Case Manager to join our Services Coordination Team. In this role, you will provide strength-based coaching and motivational interviewing to help public assistance recipients build employability and achieve self-sufficiency. Responsibilities include monthly client meetings, assessing needs, managing compliance data, and connecting participants with community resources. This position requires close collaboration across all DHS divisions to ensure a seamless, "no wrong door" approach to client services. Benefits & Community Support Services (a division within the Department of Human Services) is responsible for administering a range of critical public assistance programs including Cash, Child Care, Emergency, Energy, Food, and Medical Assistance, as well as connecting customers to other vital resources and supports.

Key Responsibilities:

  • Client-Focused Case Management
    • Coaching & Support: Build professional partnerships with clients to conduct orientations, assess barriers to self-sufficiency, and develop actionable goal plans.
    • Regular Engagement: Meet with clients regularly (via phone, email, video, or in person)—including those in crisis—using motivational coaching to keep them engaged and progressing toward their goals.
    • Resource Coordination: Connect participants with community resources and department services, and review/approve requests for supportive financial services.
  • Data Management & Compliance
    • Regulatory Oversight: Apply complex, changing federal, state, and local regulations to determine program eligibility and ensure participants comply with work activities.
    • Data Maintenance: Interpret participant data, solve system discrepancies, and perform accurate, timely data entry for ongoing case maintenance and program audits.
  • Program Expertise & Collaboration
    • Subject Matter Expert: Serve as the internal expert on workforce development and work requirements for Colorado Works, SNAP, and Health First Colorado.
    • Professional Development: Stay up to date on best practices by attending mandated trainings, networking with other counties, and adapting to changing program rules.
    • Team & Community Impact: Maintain strict client confidentiality, communicate with state/federal agencies, provide bilingual resources when needed, and assist with daily operational tasks or emergency situations as directed by Eagle County Government.

Qualifications:

  • Associate's degree in Human Services, Social work, business, or public administration or related field, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities
  • Bachelor's degree in Human Services, Social work, business or public administration or related field, preferred.
  • Three years' experience working in the social service field with direct client interaction OR a combination of experience and/or education which produces the required knowledge, skills and abilities OR three years progressively responsible professional-level office, clerical or extensive public contact work experience.
  • Prior experience in the field of human services including working knowledge of state (specifically Colorado) human services databases/systems including CBMS and CHATS, preferred.
  • As a condition of continued employment, this position will necessitate initial and ongoing training and certification as required by the State of Colorado.
  • Must possess a driver's license and be able to obtain a valid Colorado driver's license within 1 month. A satisfactory motor vehicle record is also required.
  • Requires travel to locations within Eagle County.
  • Reliable transportation required.
  • Bilingual (English/Spanish) language skills preferred; a bilingual skills test will be administered to confirm proficiency.
