Performs difficult professional and technical work planning, organizing, directing, and implementing the County’s information technology systems, cybersecurity, and infrastructure. This position serves as the County’s chief information officer and technology strategist, ensuring technology systems are reliable, secure, compliant, and aligned with operational and strategic goals.

 

Distinguishing Features of the Class

 

An employee in this class is responsible for overall leadership, management, and daily operation of the County’s information technology environment. Responsibilities include planning, organizing, and supporting all hardware, software, network, cybersecurity, telecommunications, cloud, and application systems; serving as the local area network administrator; coordinating internal staff and external Managed Service Providers (MSPs) and vendors; and implementing automated systems to improve efficiency and service delivery.

The employee works directly with County staff, department heads, elected officials, and outside contractors to identify operational efficiencies and ensure secure, effective use of technology across County operations. The position involves development and enforcement of IT policies, procedures, and standards; strategic planning; budgeting and procurement; and oversight of cybersecurity, disaster recovery, and business continuity efforts.

Work requires advanced technical knowledge of hardware, software, operating systems, networks, cybersecurity, and applications, as well as an understanding of public-sector technology environments, regulatory compliance, and computer programming concepts. The employee may perform hands-on technical work while also providing strategic leadership and oversight.

The position is performed primarily in an indoor environment and may require on-call, evening, or weekend work. Work is performed under the general supervision of the County Manager and evaluated through conferences, records, reports, and successful implementation and performance of County technology systems.

 

Essential Duties and Tasks

·      Plans, organizes, develops, and directs County-wide information technology systems to improve productivity and service delivery; establishes and maintains networks, system configurations, operating systems, platforms, security systems, system backups, antivirus protections, disaster recovery protocols, and cybersecurity controls.

·      Provides leadership and oversight for all IT systems including networks, servers, applications, endpoints, cloud services, VoIP systems, physical security systems, mobile devices, and telecommunications infrastructure.

·      Serves as the County’s primary liaison with external Managed Service Providers (MSPs), network security firms, software vendors, hardware vendors, and technology contractors; ensures accountability, coordination, and effective service delivery.

·      Provides technical support, troubleshooting, and training to County employees; visits work sites or provides remote assistance to diagnose and resolve automation, hardware, software, and network issues.

·      Manages network systems including needs analysis, system design, recommending upgrades, assigning peripherals, administering Active Directory, upgrading software, and ensuring efficient and secure operations.

·      Develops, implements, and maintains IT policies, procedures, standards, and acceptable-use guidelines related to systems security, email, mobile devices, remote access, and data protection.

·      Works with County departments to plan and implement short- and long-range automation and technology needs; collaborates with departments on budgeting, procurement, and implementation of hardware, software, peripherals, and applications.

·      Evaluates, recommends, and implements technology solutions supporting public safety (911, EMS, law enforcement), finance, elections, library services, administration, and other County functions.

·      Installs, maintains, upgrades, and repairs administrative and technical software packages and hardware systems; coordinates major repairs and system upgrades.

·      Serves as local network administrator; establishes procedures, security controls, and performs or oversees system backups and recovery operations.

·      Develops, maintains, and oversees the County’s intranet and public-facing websites, including content updates and recommendations for improvements in appearance, function, and accessibility.

·      Coordinates maintenance and upgrades for the County’s VoIP telephone system, physical security systems, cellular services, and law enforcement radio systems; serves as liaison with vendors.

·      Maintains inventory of all County-owned technology assets and oversees lifecycle planning, replacement schedules, and asset management.

·      Leads and participates in committees evaluating and selecting hardware, software, cybersecurity tools, and other technology systems.

·      Provides advice and consultation to managers, supervisors, and employees on all aspects of information management systems and technology use.

·      Monitors and responds to cybersecurity threats; ensures compliance with applicable regulations and standards such as CJIS, HIPAA, state incident reporting requirements, and applicable state laws.

·      Coordinates disaster recovery planning, business continuity planning, data backup strategies, and emergency technology response.

·      Oversees technology training, user support, system adoption, and digital literacy initiatives for County employees.

·      Supervises internal IT staff, if assigned, and coordinates daily work activities with external MSP personnel.

·      Prepares reports and presentations as needed; presents information to the County Manager and Board of Commissioners when required.

Knowledge, Skills, and Abilities

·      Thorough knowledge of current information systems technology, including hardware, software, operating systems, networks, cloud platforms, cybersecurity tools, and applications.

·      Considerable knowledge of computer equipment installation, security, antivirus systems, preventative maintenance, disaster recovery, and troubleshooting techniques.

·      Considerable knowledge of information technology principles, systems analysis, computer operations, public-sector technology practices, and regulatory compliance.

·      Knowledge of network and system security principles and cybersecurity best practices.

·      Knowledge of integrating technology into public-sector environments for internal operations, public access, and interagency coordination.

·      Knowledge of County budgeting, purchasing, contract management, and procurement processes.

·      Skill in installation, operation, and oversight of computer hardware, software applications, and network systems.

·      Skill in project management, vendor management, collaborative conflict resolution, teamwork, and internal customer service.

·      Ability to evaluate work processes and technology options to identify cost-effective efficiencies.

·      Ability to plan, prioritize, and coordinate daily and long-term technology needs.

·      Ability to manage confidential and sensitive information appropriately.

·      Ability to diagnose and resolve equipment, software, and system failures.

·      Ability to communicate effectively in oral and written form with technical and non-technical audiences, including elected officials.

·      Ability to establish and maintain effective working relationships with employees, department directors, external vendors, and consultants.

·      Ability to work independently, provide leadership during organizational change, and remain current in a rapidly evolving field.

 

 

 

Physical Requirements

·      Must be able to perform physical activities including stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.

·      Must be able to perform medium work exerting up to twenty (20) pounds of force occasionally and up to ten (10) pounds frequently.

·      Must possess visual acuity to prepare and analyze data, operate computer equipment, perform mechanical tasks in a computer environment, and conduct visual inspections of computer components.

Education and Experience

Graduation from an accredited college or university with a Bachelor’s degree in Information Technology, Computer Science, Public Administration, or a closely related field, and considerable progressively responsible experience in systems administration and information technology management, including leadership experience; preferably in the public sector; or an equivalent combination of education and experience.

 

Preferred Qualifications

·      Experience with county or local government technology operations.

·      Familiarity with CJIS, HIPAA, NC General Statutes, and other applicable state or federal regulations.

·      Knowledge of systems such as Tyler/Munis, ESRI, 911 CAD systems, and Office 365/Exchange Online.

·      Professional certifications such as CISSP, CompTIA Security+, PMP, ITIL, or Microsoft certifications.

 

Special Requirements

Possession of a valid driver’s license.
Ability to pass a criminal background check and maintain CJIS compliance.
Availability for on-call, evening, or weekend work as required.
