Job Summary Reporting to the Executive Director, and acting as Deputy Executive Director in their absence, is the leader of the Program and Advocacy Team. Duties and Responsibilities Executive Duties (10%) Work closely with the Executive Director on strategic programmatic planning, policies, and program responsibilities. Provide high-level program support to ensure alignment with the MWA Strategic Plan and national WASH strategies. Attend and prepare materials for program committees, the Executive Committee, and Board meetings. In the absence of the Executive Director, act as Head of Office in charge of the MWA Washington office, providing oversight and day-to-day support as needed. Supervision (20%) Supervise, lead, guide, and support MWA’s Program and Advocacy team. Write/revise job descriptions; interview and select staff with input from others. Orient, train, and coach staff; with the Executive Director, recommend and/or initiate personnel actions including merit increases, promotions, transfers, terminations, and disciplinary actions (including performance improvement plans). Complete performance management activities including planning, monitoring, and 90-day, six-month, and annual appraisals. Program Quality, MEL and Knowledge Management (15%) Identify, define, and design critical support systems and services, focusing on knowledge sharing and management information systems. Support national programs to ensure standards for program quality, Monitoring, Evaluation, and learning. Contribute to high-level MWA program themes, innovations, and integration of ground experiences; collaborate to deliver quality outputs and own outputs; analyze successes and challenges from program reports. Maintain up-to-date knowledge of relevant WASH research, guidelines, and trends; translate experiences into case studies, research, publications, and presentations. Participate in design, implementation, data analysis, and writing of applied research studies within MWA’s programs. Develop communications products to leverage program-based evidence for advocacy and development, including internal documents, narrative articles, and external publications. Ensure MWA’s Advocacy efforts are fully integrated with Programs and aligned with the Strategic Plan. Program Development (40%) With the Executive Director, actively identify, cultivate, and develop new business opportunities. Collaborate with the Executive Director and the team to identify, develop, and submit proposals, concept papers, and expressions of interest to private, institutional, and bilateral donors. Monitor funding opportunities and solicitations from bilateral donors (e.g., USAID, DFID, SDC, GIZ, DANIDA, EU) and from US and international foundations and donors. Lead the development and strategic expansion of MWA’s programming by mobilizing financial, human, intellectual, technological, and in-kind resources. Lead in writing and consolidating proposals, concept notes to donors, and RFAs/RFPs responses. Representation and Linkages (15%) Represent MWA’s programs with the Board of Directors and external constituencies; establish and maintain productive linkages with USAID, foundations, bilateral and multilateral donors, and international NGOs. Represent MWA and support policy change and the organization’s communication program. Actively represent MWA at global and US sector conferences and forums; foster relationships with private sector, foundations, donors, and national governments. Engage in US and global WASH networks to share experiences and keep MWA’s programs aligned with the SDGs. Qualifications and demonstrated abilities Previous experience as a Program Director in similar settings and a proven program development background. Master’s degree in a related field and 15 years of field experience in humanitarian relief or development programs focused on WASH in Africa and Latin America; at least 10 years in leadership/management roles. Commitment to partnership values and approaches; ability to build strong personal and organizational relationships. Analytical, strategic, and systems thinking; ability to manage multiple stakeholder needs and meet deadlines under pressure. Knowledge of donor practices, proposal processes, and humanitarian/development solicitations; ability to conduct program assessments and write cogent proposals and budgets. Knowledge of current WASH sector issues and trends; ability to set up RFP/RFA strategies and manage deadlines. Clear, persuasive communication; excellent writing and editing skills. Experience coordinating and leading teams of expatriates and local staff; ability to respond to questions accurately and comprehensively. Fluency in written and spoken English. This is a full-time permanent position located in Washington, DC. Salary range is commensurate with experience. Some international travel will be required, including to Ethiopia, Kenya, and other countries in East Africa and Latin America.
