Roseville is located in Ramsey County and is served by Roseville Area Schools and Mounds View Schools. City services include full-time professional police and fire departments, public works, parks and recreation, community development, finance, and administration. Roseville also operates a driver's license and passport center. About Roseville Parks and Recreation Department: Roseville Parks and Recreation is a professionally staffed and maintained parks system, comprised of 33 parks spanning 680 acres. There are 35 ballfields, 28 playgrounds and 67 miles of trails and walkways. Roseville Parks and Recreation also includes: Cedarholm Golf Course and Community Building Roseville Skating Center and the John Rose MNOVAL, the largest outdoor refrigerated sheet of ice in North America Muriel Sahlin Arboretum Harriet Alexander Nature Center Roseville offers adult, child, teen, and family recreation and sports programs year-round. More than 14,000 individuals enrolled in a Roseville recreation program in 2025. Roseville Parks and Recreation also hosts a variety of family-friendly community events, including, Rosefest and the Live at the Rog free summer concert series. The Recreation Program Supervisor provides professional leadership and direct oversight for an assigned portfolio of community events, arts and cultural activities, adult enrichment programs, trips, youth outreach experiences, and other recreation services. The position is responsible for planning, developing, implementing, promoting, evaluating, and continuously improving programs and services of varying size and complexity in response to community needs, departmental priorities, and the City’s Strategic Plan. The Recreation Program Supervisor is accountable for the effective operation and success of assigned programs while also contributing to the overall success of the Parks and Recreation Department. The position work closely and in collaboration with the Recreation Program Superintendent, other supervisors, staff, volunteers, contractors, community organizations, and City departments to coordinate services, solve problems, share resources, and achieve organizational priorities. The position requires a high degree of initiative, organization, sound judgment, and flexibility, including the ability to effectively manage programs and events that may require evening and weekend work or adjustment to changing community. NOTE This posting will create a six (6) month eligibility list to fill current and future vacancies. First round interviews are anticipated to take place around Thursday, September 28. This position requires a flexible work schedule based on the needs of assigned programs and events. Alternate workdays and hours, including evenings and weekends, will be required to provide leadership and oversight for community events, typically two to three events per month. Program and Event Leadership Plan, coordinate, implement, supervise, and evaluate assigned community events, arts and cultural activities, adult enrichment programs, trips, youth outreach experiences, and related recreation services. Develop and manage program objectives, work plans, staffing, budgets, operating procedures, risk management, and logistics, including facilities, permits, contracts, vendors, equipment, transportation, public safety, accessibility, communications, and event operations. Monitor and improve program quality, participation, accessibility, efficiency, and responsiveness to community needs; maintain appropriate leadership and supervisory presence and monitor program revenues and expenditures. Staff and Volunteer Leadership Recruit, select, train, supervise, and evaluate seasonal employees and event staff, while developing staff leadership capacity to support safe and effective program delivery during evenings, weekends, and peak activity periods. Coordinate and maintain effective relationships with contractual staff, independent contractors, community groups, and other partners involved in program and event delivery. Develop and implement marketing strategies to increase program participation and attendance and prepare and oversee assigned program and event budgets under the direction of the Assistant Director. Division-Wide Leadership and Teamwork Contribute to Recreation Division planning, budgeting, problem-solving, and continuous improvement, and provide assistance or leadership outside the assigned portfolio when organizational needs require. Maintain effective communication and collaboration with the Recreation Superintendent and other supervisors regarding program operations, staffing needs, challenges, and opportunities to share resources and support division-wide priorities. Model initiative, accountability, flexibility, respectful communication, and teamwork, while demonstrating respect for diverse perspectives, backgrounds, abilities, and interests and supporting an inclusive and equitable workplace and community. Perform other job-related duties as assigned. Bachelor’s degree in Parks and Recreation Administration, Sports Management, Recreation Management, Recreation and Tourism, or a related field. Minimum of one year of experience in recreation program and event development, preferably in a municipal or similar setting. Strong organizational, critical thinking, problem-solving, leadership, mentoring, and multitasking skills, with the ability to work effectively in a fast-paced environment. Effective time management, communication, and interpersonal skills. This exempt position requires a flexible work schedule based on the needs of assigned programs and events. During non-event weeks, the typical work schedule is 8:00 a.m. to 4:30 p.m., which is expected to apply to approximately 60% of work weeks. Alternate workdays and hours, including evenings and weekends, will be required to provide leadership and oversight for community events, typically two to three events per month. Work is primarily performed in a standard office environment, with some outdoor work associated with programs and events. The position requires working at a high level of detail and meeting deadlines, with generally light physical effort. The position may require lifting up to 60 pounds for approximately 15% of the work time.
