ALAMO NAVAJO SCHOOL BOARD, INC. POSITION DESCRIPTION

TITLE: Director of Clinical Operations

EMPLOYMENT TERM: 12 Month / Full-time or Part Time as needed to fulfill duties., Negotiable

DIVISION: Health Services DEPARTMENT: Primary Care / Operations

EXEMPT/NON-EXEMPT: Exempt FUNDING SOURCE: IHS Contract

QUALIFICATIONS:

1. Licensed healthcare professional (e.g., Doctor of Podiatric Medicine (DPM), PharmD, APRN or equivalent) with significant clinical operations experience, OR equivalent combination of education and experience in clinic administration.
2. Demonstrated expertise in clinic operations, billing/compliance, policies & procedures (P&Ps), EHR systems, staff training, and workflow optimization.
3. Strong knowledge of FQHC Look-Alike billing requirements, AAAHC standards, and tribal/IHS health program operations.
4. Proven supervisory and leadership skills, including the ability to manage diverse staff, solve operational problems, and coordinate multiple departments.
5. Familiarity with New Mexico Medicaid, Medicare, and third-party billing preferred.
6. Indian Preference: Preferential consideration given to persons of documented Navajo, American Indian, or Alaskan Native tribal membership who meet the qualifications, in accordance with P.L. 93-638 and the Navajo Nation Tribal Code.

SUPERVISED BY: Health Services Division Director

SUPERVISES: Clinic support staff including, but not limited to: Health Systems Specialist, Billing, Registered Dietitian (RD), Lead Pharmacist, Lead Dentist.

PAY RANGE: Off-scale, subject to negotiation.

WORKING HOURS: MondayWednesday 8AM5PM; Thursday 8AM7PM; Friday 8AM3PM (flexible/negotiable as needed).

POSITION GOAL: To provide day-to-day administrative and operational leadership for the Alamo Navajo Health Centers clinical services. The incumbent ensures efficient clinic flow, billing compliance, staff training, Standard Operating Procedure (SOP) enforcement, and operational support so that high-quality patient care can be delivered safely and effectively.

DUTIES & RESPONSIBILITIES:

1. Oversee daily operational aspects of clinical services, including patient flow, scheduling, EHR utilization, facility/equipment coordination, and support staff performance.
2. Manage billing compliance, revenue cycle processes, and documentation requirements to support FQHC Look-Alike reimbursement.
3. Develop, implement, and enforce standard operating procedures (SOPs), policies & procedures (P&Ps), and staff training programs.
4. Supervise and evaluate non-physician clinical and support staff (nursing, pharmacy, lab, diabetes, EMS coordinators, etc.) on operational matters; coordinate work assignments, schedules, leave, and training.
5. Collaborate closely with the Chief Medical Officer on issues involving clinical quality, staffing (including Locum Tenen staffing), and patient care delivery (dotted-line relationship for coordination).
6. Lead operational components of quality improvement initiatives, risk management, and preparation for AAAHC surveys and HRSA reviews.
7. Orient new providers and staff to clinic systems, flow, EHR, and operational protocols.
8. Participate in the Patient Care Committee and Executive Committee as an operational leader (non-voting on pure clinical/medical decisions).
9. Analyze operational problems and implement timely, efficient solutions within available resources.
10. Support program development, emergency preparedness, and community health initiatives.
11. Perform other duties as assigned related to clinic operations and administration.

SPECIAL CONDITIONS:

1. This is a child sensitive position subject by law to fingerprinting and a criminal/character background investigation.

1. Pursuant to Resolution #R81029, the Employee is authorized by the Board to provide services to non-Indians living within or near the Alamo Navajo community boundaries on a fee-for-service or third party payment basis, provided that provision of such service does not interfere with the primary responsibility of the Alamo Navajo Health Center to meet its service obligations to Alamo Navajo community members and other eligible Indian beneficiaries.

1. The Employee is deemed to be an employee of the Federal government while performing work under the Boards Indian Self-Determination Agreement for purposes of Federal Tort Claims Act coverage. This status is not changed by the source of the funds used by the Board to pay the Employees salary and benefits unless the Employee receives additional compensation for performing covered services from anyone other than the Board. The Employees status for Federal Tort Claims Act purposes is also not affected by the Provision of services to non-IHS beneficiaries.

1. The Boards designated tort claim liaison with the Federal government is the Executive Director. Any tort claim (including any proceeding before an administrative agency or court) filed against the Employee or the Board that relates to performance under this Employment contract and the Boards Indian Self-Determination Agreement, should be reported by the Employee immediately to the Executive Director so that notification can be made to the Secretary of the Department of Health and Human Services pursuant to 25 Code of Federal Regulations 900.188.
