Summary As a Supply Chain Management (SCM) Team Member – the Logistics Management Specialist collaborates with Senior Management leadership and develops supply chain management strategies in support of the VA Health Care System and its supported catchment area. Qualifications Time‑In‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date of this announcement. For a GS‑11 position you must have served 52 weeks at the GS‑09 level. The grade may have been in any occupation but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year it may not clearly demonstrate you possess one‑year time‑in‑grade as required by the announcement. In that instance you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade. To qualify for this position at the GS‑11 level you must meet one of the following: GS‑12‑Specialized Experience – One (1) full year of specialized experience equivalent to the GS‑09 level in the Federal service that equipped you with the particular knowledge, skills, and abilities required to perform the duties of Logistics Management Specialist. Specialized experience includes assisting specialists and/or managers in supply‑chain management activities, analyzing product delivery or supply‑chain processes to identify or recommend changes, and performing data or statistical analysis to identify improvement opportunities. This position requires a degree of specialized knowledge in logistics support activities such as acquisition management, purchasing, transportation, distribution, inventory management, equipment, and warehouse operations. OR Education – A Ph.D. or equivalent doctoral degree, LL.M., or three (3) full years of progressively higher‑level graduate education leading to such a degree that has provided the necessary knowledge, skills, and abilities. OR Combination – An equivalent combination of graduate education and specialized experience that together meet the GS‑11 qualification requirements. Physical Requirements and Work Environment: Requires some physical effort such as standing, sitting, walking, or bending. The work is performed in an office setting with normal safety precautions. Develops assigned Supply Chain metrics that identify business objectives and drive appropriate supply chain behaviors for planning and executing approved strategies, providing expertise to improve supply availability with a focus on delivering the right material at the right time and place. Integrates and resolves high‑priority logistics, supply, distribution, information, or service problems through personal action or coordination with required personnel. Acts as an integrator and facilitator for contact with supply‑chain management customers, ensuring services meet the full range of supply chain needs. Performs logistical assessments of strategic supply support in coordination with supported customers and alerts management of systemic problems. Troubleshoots and resolves issues where supply‑chain deficiencies affect mission readiness. Develops designated supply input for fiscal year and long‑range plans and programs, analyzing material for reasonableness, consistency, and validity of assumptions. Analyzes the effectiveness of logistics and vendor support services. Develops ongoing strategic analyses across supply chain activities and recommends solutions for improvements. Researches and studies private industry and Department of Veteran Affairs best practices to apply concepts best suited to support Supply Chain requirements. Develops logistics and supply chain management training opportunities and customer supply chain systems, programs, and support offerings. Participates in the development of education and training documentation. Communicates with customers and personnel about the role of logistics in maintaining comprehensive logistics support, operational readiness, and sustainability.
