HR Specialist

Job Overview The HR Specialist – Recruitment and Benefits is a vital contributor to the Human Resources Division, tasked with advancing the organization’s ability to attract, develop, and retain top-tier talent. With a primary focus on recruiting non-exempt, front-line, and back-office positions, this position directly supports the Clerk and Comptroller’s strategic objectives. Reporting to the Chief Operations Officer (COO), the role ensures that talent acquisition, onboarding, and training are seamlessly integrated into the broader organizational framework. Responsibilities Post vacancies and create job advertisements. Manage applicant tracking system data and facilitate background checks. Coordinate interview processes and participate in external recruitment events. Facilitate onboarding documentation and support new hire orientation. Support professional development programs to empower employees. Administer employee benefit programs, including assistance with benefit inquiries, enrollment, and life event changes. Ensure compliance with organizational policies, state and federal regulations, and reporting requirements. Maintain accurate records, confidentiality, and provide responsive support to employees, departments, and outside agencies. Apply HR policies consistently, leverage HR systems, and contribute to operational continuity across all HR functions. Education Required: Bachelor’s degree. Relevant Field: Human Resources Management, Business Administration, or Public Administration. Experience Experience serving in a human resources role with responsibilities in recruitment/talent acquisition, benefits administration, and employee relations. Demonstrated experience posting vacancies, managing applicant tracking systems, coordinating interviews and background screenings, facilitating onboarding documentation, supporting new hire orientation processes, coordinating employee benefit enrollments, changes, and terminations, administering leave programs such as FMLA, ADA, or Workers’ Compensation, and ensuring compliance with applicable policies and regulations. Direct Experience Required: Four (4) years of verifiable “direct experience” may be substituted for post‑secondary education requirement. Certification Preferred: Professional in Human Resources (PHR), SHRM Certified Professional (SHRM‑CP), Certified Benefits Professional (CBP), Certified Compensation Professional (CCP), or Certified Professional in Talent Development (CPTD). License Required: Valid Florida Driver’s License (or ability to obtain upon hire).
