Position Overview This position is located in the Office of the Bureau Chief, Public Safety and Homeland Security Bureau (PSHSB), Federal Communications Commission (FCC), Washington, D.C. Relocation expenses will not be paid. This vacancy announcement may be used to fill additional positions within 90 days. Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the specialized experience. Education You must meet the minimum basic educational requirements for Attorney positions. Education requirements include a professional law degree (JD, LL.B., and/or LL.M.). Specialized Experience GS‑14 Position Applicant must possess at least three years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS‑13 grade level in the Federal service performing the following: Providing legal guidance concerning complex rulemaking proceedings involving cybersecurity requirements, communications reliability standards, critical infrastructure protection, emergency communications systems, 911 and Next Generation 911 implementation, Wireless Emergency Alerts, Emergency Alert System requirements, disaster information reporting, communications outage reporting, supply chain security, National Security or other public safety initiatives affecting the Nation's communications infrastructure. Researching and analyzing exceptionally difficult legal questions involving constitutional law, administrative law, telecommunications law, Federal jurisdiction, statutory interpretation, judicial precedent, regulatory authority, privacy, national security, and emerging communications technologies where legal precedent is limited, conflicting, or nonexistent. Providing legal advice to leadership regarding litigation risk, judicial review, procedural requirements, administrative record development, and legal strategies. Preparing legal opinions, policy analyses, briefing papers, Congressional correspondence, and executive summaries for senior leadership concerning highly visible matters involving public safety and homeland security. GS‑15 Position Applicant must possess at least four years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS‑14 grade level in the Federal service performing the following: Providing legal guidance concerning complex rulemaking proceedings involving cybersecurity requirements, communications reliability standards, critical infrastructure protection, emergency communications systems, 911 and Next Generation 911 implementation, Wireless Emergency Alerts, Emergency Alert System requirements, disaster information reporting, communications outage reporting, supply chain security, National Security, or other public safety initiatives affecting the Nation's communications infrastructure. Researching and analyzing exceptionally difficult legal questions involving constitutional law, administrative law, telecommunications law, Federal jurisdiction, statutory interpretation, judicial precedent, regulatory authority, privacy, national security, and emerging communications technologies where legal precedent is limited, conflicting, or nonexistent. Providing legal advice to leadership regarding litigation risk, judicial review, procedural requirements, administrative record development, and legal strategies. Preparing legal opinions, policy analyses, briefing papers, Congressional correspondence, and executive summaries for senior leadership concerning highly visible matters involving public safety and homeland security. Developing innovative legal approaches to resolve novel regulatory questions and issues of first impression involving rapidly evolving communications technologies and cybersecurity threats. Volunteer or Part‑Time Experience Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SME Review Subject matter experts will review your application to determine if you meet the following required Knowledge, Skills and Abilities (KSA’s): Ability to provide guidance on highly complex legal, regulatory, and policy matters involving cybersecurity, communications reliability, homeland security, emergency preparedness, disaster response, public safety communications, communications infrastructure resilience, and related telecommunications issues. Ability to provide authoritative legal advice concerning interpretation and application of the Communications Act of 1934, as amended, the Administrative Procedure Act, the Paperwork Reduction Act, the Freedom of Information Act, the Communications Assistance for Law Enforcement Act, the Federal Advisory Committee Act, the National Emergencies Act, Executive Orders, Presidential directives, judicial precedent, and other statutes governing communications and national security activities. Ability to provide legal guidance concerning complex rulemaking proceedings involving cybersecurity requirements, communications reliability standards, critical infrastructure protection, emergency communications systems, 911 and Next Generation 911 implementation, Wireless Emergency Alerts, Emergency Alert System requirements, disaster information reporting, communications outage reporting, supply chain security, and other public safety initiatives affecting the Nation's communications infrastructure. Ability to research and analyze exceptionally difficult legal questions involving constitutional law, administrative law, telecommunications law, Federal jurisdiction, statutory interpretation, judicial precedent, regulatory authority, privacy, national security, and emerging communications technologies where legal precedent is limited, conflicting, or nonexistent. Ability to independently research and resolve exceptionally difficult legal issues involving administrative law, constitutional law, telecommunications regulation, cybersecurity, privacy, national security, emergency management, public safety communications, and Commission jurisdiction.
