SYSTEMS ANALYST - CYBERSECURITY

Description The Information Technology Department of the City of Torrance is recruiting a Systems Analyst – Cybersecurity to join the IT Team. The Systems Analyst performs advanced design, implementation, and support of the City’s information and communication technologies, serving as a subject‑matter expert in cybersecurity. The role provides technical leadership, systems integration expertise, and operational guidance, ensuring compliance with security and regulatory requirements and optimizing business processes across City departments. Responsibilities Design, implement, and continuously improve the City’s cybersecurity program, including incident response, vulnerability management, and security awareness training. Monitor, analyze, and respond to cybersecurity events using SIEM, IDS/IPS, and other advanced monitoring tools. Develop, implement, and enforce cybersecurity policies, standards, and procedures to ensure compliance with federal, state, and local regulations (CJIS, HIPAA, NIST, CCPA). Conduct risk assessments, penetration testing, and security audits of enterprise systems, networks, and cloud environments. Oversee incident response activities—investigations, containment, eradication, and recovery—and prepare after‑action reports. Provide technical leadership and mentorship to junior analysts and IT staff on best practices in cybersecurity. Qualifications Education and Experience: A Bachelor’s degree in Computer Science, Information Technology, or a closely related field, combined with five to seven years of progressively responsible professional experience in information technology. At least one year of supervisory or lead experience is highly desired. Licenses and Certifications: Must possess a valid California Class C driver’s license. Certifications in cybersecurity domains such as governance, risk management, security operations, incident response, penetration testing, cloud security, or compliance are highly desired. Ideal Candidate Advanced expertise in cybersecurity operations and architecture, including incident response, vulnerability management, threat monitoring, and security program development in complex enterprise environments. Demonstrated experience implementing and managing security technologies such as SIEM, IDS/IPS, endpoint detection and response (EDR), identity and access management (IAM), and multi‑factor authentication systems. Strong knowledge of cybersecurity frameworks and regulatory requirements (NIST, CJIS, HIPAA, CCPA) and experience ensuring organizational compliance. Proven ability to conduct risk assessments, security audits, and penetration testing, and to develop remediation strategies that strengthen organizational resilience. Experience leading complex cybersecurity projects and initiatives, including planning, implementation, system integration, and cross‑departmental coordination. Ability to translate business and operational needs into secure technical solutions, advising leadership on cybersecurity risks, priorities, and mitigation strategies. Strong leadership, supervision, and communication skills, with the ability to mentor staff, manage priorities and budgets, present technical concepts to non‑technical audiences, and serve as a trusted advisor to executive and departmental leaders. Special Notes The Systems Analyst – Cybersecurity will assist various City Departments as operational needs dictate, including the Police Department. Under California Law Enforcement Telecommunications System (CLETS) policies, candidates who receive a conditional offer will be subject to a state and federal fingerprint‑based criminal offender record information search.
