United Integrated Services (USA) Corp. was founded in Phoenix, Arizona in 2020. UIS is a U.S. subsidiary of United Integrated Services Co., Ltd. (UIS Taiwan) which was founded in Taiwan in 1982. UIS is a multidisciplinary engineering and construction company. We provide fully integrated design-build services to our clients in the high-technology industry for their manufacturing facility needs. Our scope of services includes engineering design, high-tech factory planning, and on‑time equipment and material delivery in which clean‑room systems, HVAC, electrical systems, and tool hook‑up, are all vital parts in need of total coordination. Summary The Buyer II role is integral to a company's procurement process, focusing on managing supplier relationships and ensuring the timely acquisition of quality goods and services. This position involves negotiating contracts and pricing with subcontractors, creating and managing purchase orders, and conducting market research to identify cost‑saving opportunities and new suppliers. Working closely with various departments to align purchasing strategies with company objectives. Essential Duties and Responsibilities Purchase general and specialized equipment, materials, repair services and subcontract laborers for assigned projects. Assist in the supplier and subcontractor selection process. Identify and develop sourcing strategies to deliver cost savings. Bid solicitation, scope development, bid analysis, negotiations and issue subcontract agreements by using company template. Conduct analysis and prepare reports on supplier performance metrics, conduct benchmarking studies and track overall spending. Ensure all necessary legal and risk management approvals associated with sourcing solutions have been obtained. Ensure compliance with all regulatory requirements, policies and procedures. Establish a goal setting process with suppliers to improve overall performance, processes, and information flow. Ensure required product certificates, warranty, and other documents are provided to stakeholders. Monitoring market changes for any potential impact of overall project cost. Other responsibilities as assigned. Qualifications The requirements listed below are representative of the knowledge, skill, and/or ability required. Education/Experience High School Diploma or above. Preferred: Bachelor’s degree in supply chain management, Business Administration, Finance, Accounting, or a related field. 5+ years of experience in procurement. Skills and Competencies Strong understanding of procurement processes. Familiarity with overall supply chain procedures, construction specific preferred. Proficiency in Microsoft Office Suite products (Word, PowerPoint, Excel, Outlook, Teams). Ability to use procurement related software, such as ERP systems. Excellent organizational and time management skills. High level of attention to detail, and highly organized. Independent and self‑motivative with experience managing within a distributed office environment. Ability to act with integrity, professionalism, and confidentiality. Ability to effectively prioritize responsibilities depending on project needs. Ability to effectively present information and respond to questions from groups of managers, and employees. Ability to develop and maintain successful relationships with all levels of employees, clients, and subcontractors. Must be able to work under pressure and meet deadlines while maintaining a professional attitude. Ability to work in a construction site environment (trailer office). Excellent verbal and written communication skills in English. Ability to communicate in Mandarin nice to have. Nice to have International work experience, a plus. Additional Requirements Must have and maintain a valid Arizona driver’s license. May be required to travel to other sites within Arizona to perform certain work functions. Physical Demands & Work Environment Frequently stand and walk for extended periods throughout the workday. Frequently lift, carry, push, and pull materials weighing up to 50 pounds, and occasionally lift heavier items with assistance or mechanical equipment. Bend, stoop, kneel, crouch, and reach to perform assigned tasks. Use hands and fingers to handle, feel, grasp, and operate tools, equipment, or materials. Perform repetitive motions involving the hands, wrists, and arms. Climb ladders, stairs, or elevated surfaces as required by the job. Maintain visual acuity sufficient to read labels, instructions, safety signage, and documentation. Maintain balance and coordination while moving materials or operating equipment. Ability to work in physically demanding environments requiring frequent movement and manual labor. Exposure to dust, noise, vibration, and moving mechanical equipment. Indoor and/or outdoor work environments, which may include varying temperatures and weather conditions. Work in confined spaces, elevated areas, or active job sites, depending on project requirements. Required use of personal protective equipment (PPE) such as hard hats, safety glasses, gloves, steel-toe boots, and high-visibility vests. Interaction with powered industrial equipment, tools, and vehicles.
