Overview Agency: North Carolina Department of Health and Human Services (DHHS) – Division Health Service Regulation. Description of Work: Nurse Consultant I (NS) in the Adult Care Licensure Section conducts regulatory activities to determine compliance with state requirements for assisted living facilities and overnight respite programs. The role involves on-site inspections, analysis of survey findings, and documentation in a legally defensible manner. Responsibilities Conduct on-site inspections of licensed adult care homes and overnight respite programs to determine compliance with licensure rules and statutes, working independently or as part of a professional health care team. Analyze survey findings, determine compliance with applicable rules and statutes, and document findings in a legally defensible manner. Provide technical assistance to facilities and potential providers. Provide regulatory oversight and technical assistance to county Department of Social Services (DSS) staff. Communicate with facilities, staff, and the public, both orally and in writing. Position is home-based in the Central region of the state; travel is frequent and inspections are conducted in the field. Travel may involve use of a state vehicle, rental vehicle, or personal vehicle with travel expenses reimbursed at established state rates. Location and Travel Home-based in the Central region; eligible counties include Alexander, Alleghany, Ashe, Burke, Cabarrus, Catawba, Cleveland, Gaston, Iredell, Lincoln, McDowell, Mecklenburg, Watauga, Wilkes, and adjacent counties. Frequent travel with overnight stays as scheduled by inspections. Qualifications Required: Licensed to practice as a Registered Nurse in the State of North Carolina and one year of experience in the area of specialization. Preferred/Knowledge, Skills, and Abilities: Knowledge of current nursing practice, assessment, and care planning; experience applying rules, statutes, and/or standards to ensure compliance in the area of work (including participating in or conducting state or federal surveys, compliance audits, or accreditation surveys); strong written and oral communication skills with the ability to document clearly in technical reports. Must possess and maintain an active and unrestricted driver’s license and have the ability to drive for statewide travel as assigned. This position is funded in part through federal funds. Compensation and Benefits Salary Range: $62,044 - $102,371. Recruitment Range: $62,044 - $76,084.
