Position Overview Election Specialist II (NS) – Position #65031075, Grade NC15. The role provides county‑board election field support throughout the South‑Central Region of North Carolina, which includes Alexander, Anson, Cabarrus, Catawba, Cleveland, Gaston, Iredell, Lee, Lincoln, Mecklenburg, Montgomery, Moore, Richmond, Rowan, Rutherford, Stanly, and Union. The specialist must be able to arrive at any assigned location within four hours of notification. Key Responsibilities Assist County Boards of Elections (CBE) with implementing and maintaining cyber and physical security practices for voting equipment. Conduct acceptance testing and provide guidance on new or repaired voting systems, including simulated elections, logic and accuracy testing, mock elections, user manuals, and post‑election audits. Review and develop voting system procedures, ballot test scripts, and election contest preparation materials. Support state‑ and county‑owned Ballot on Demand and media‑burning processes for election definition files. Provide on‑site or on‑call support during early voting and election day for all primaries, general, municipal, and special elections. Troubleshoot voting equipment issues and supervise Election Night procedures. Assist with election reconciliation and coordinate daily reconciliation of all four voting methods. Respond to CBE inquiries via Helpdesk and provide oversight for agency programs such as the North Carolina Voting System Certification Program and HAVA. Install software upgrades for computers and voting equipment and perform preventative maintenance procedures. Conduct health and wellness checks, including pre‑ and post‑check follow‑up, and ensure compliance with HAVA and ADA requirements. Maintain effective working relationships with county staff, participate in election board meetings, and assist with jurisdictional audits and GIS mapping projects. Act as State Board Representative, advising agency leadership on voting system and election security matters, and serving as a point of contact for State Board guidance and state law requirements. Visit each county in the district at least every six weeks to provide on‑ground support, gather best practices, and facilitate training. Lead HUB training initiatives, including new director, poll worker, election day rover and technician training, and development of training documentation for statewide staff. Provide SEIMS application support and training to county and state staff as needed. Qualifications Minimum of 2 years of direct election administration experience, with hands‑on involvement in standard voting and election programs. 100% travel within the state, with ability to arrive within 4 hours of notification. Comprehensive knowledge of election program processes, research, and applicable standards. Strong analytical, organizational, and supervisory skills, with the ability to interpret and apply statutory regulations and policy guidelines. Excellent communication skills, capable of instructing and explaining standards and procedures to diverse audiences. Ability to work independently, exercise sound judgment, and maintain up‑to‑date knowledge of all guidance documents and training materials. Preferred: Experience working directly with NC county board of election offices in election or voting systems administration. Minimum Education and Experience Bachelor’s degree with an emphasis in public policy, political science, business administration, or a closely related field, plus four years of administrative and/or technical experience in a public program related to the area of assignment. Associate’s degree with the same emphasis plus six years of administrative and/or technical experience. High school or GED diploma with eight years of progressive administrative and/or technical experience. Alternatively, an equivalent combination of education and experience may satisfy the requirement.
