Clinical Director – Miracles Program
Position Summary
The Clinical Director provides executive leadership and oversight for the Miracles Program, an 80-bed, state-licensed, Medicaid-approved, CARF-accredited residential substance use disorder treatment program. The Clinical Director is responsible for the overall quality, integrity, and effectiveness of all clinical services, ensuring treatment is person-centered, evidence-based, and consistent with the Miracles Program's philosophy of recovery through the Twelve Steps integrated with evidence-based clinical practices.
The Clinical Director provides strategic leadership for clinical operations, staff development, quality improvement, regulatory compliance, program outcomes, and program growth. This position ensures compliance with all applicable state and federal regulations, Medicaid requirements, CARF accreditation standards, and professional ethical guidelines while fostering a culture of clinical excellence, accountability, compassion, and continuous quality improvement. The Clinical Director also collaborates with organizational leadership and referral partners to support program development, maintain targeted program census levels, and promote timely access to services while ensuring the delivery of high-quality, person-centered care.
As the senior clinical leader for the Miracles Program, the Clinical Director provides supervision to the Program Director and all clinical staff and works collaboratively with agency leadership to advance the mission and strategic goals of Siena Francis House.
Essential Duties and Responsibilities
Clinical Leadership
- Provide direct supervision, leadership, coaching, mentoring, and performance evaluation for the Program Director and all clinical staff.
- Serve as the senior clinical authority for the Miracles Program and maintain responsibility for all clinical decisions, standards of care, and clinical practices.
- Ensure all treatment services are delivered in accordance with applicable state and federal regulations, Medicaid requirements, CARF accreditation standards, professional ethical standards, and organizational policies.
- Promote a treatment environment that integrates the Twelve Steps with evidence-based, trauma-informed, and person-centered clinical practices.
- Ensure individualized assessment, treatment planning, clinical documentation, discharge planning, and continuing care services meet professional, regulatory, and organizational standards.
- Provide consultation and clinical guidance for complex client situations and support staff in ethical and effective clinical decision-making.
Program Administration
- Provide strategic direction and oversight for the Miracles Program while supervising the Program Director in the management of day-to-day operations.
- Collaborate with the Program Director to ensure effective coordination between clinical services, residential operations, admissions, case management, and other support services.
- Develop departmental goals, objectives, and performance measures that support the mission and strategic priorities of Siena Francis House.
- Evaluate program effectiveness through client outcomes, performance data, quality indicators, and continuous quality improvement initiatives.
- Identify opportunities for program enhancement and implement improvements that strengthen service delivery and address the needs of individuals served, including underserved populations.
- Assist in the development, implementation, and ongoing review of policies, procedures, and clinical protocols.
Quality Assurance, Compliance, and Accreditation
- Ensure ongoing compliance with Nebraska licensing requirements for substance use disorder treatment programs.
- Oversee compliance with Medicaid documentation, medical necessity, billing, and clinical record requirements.
- Lead the program's efforts to maintain CARF accreditation by ensuring compliance with accreditation standards and continuous quality improvement practices.
- Monitor the quality, completeness, and timeliness of clinical documentation.
- Develop, implement, and evaluate quality assurance and performance improvement initiatives that improve client care and program effectiveness.
- Monitor contracts, grants, and reporting requirements to ensure compliance with funding and regulatory expectations.
Staff Leadership and Development
- Recruit, hire, train, supervise, mentor, and evaluate clinical staff.
- Foster a culture of professionalism, accountability, collaboration, and continuous learning.
- Assist in the recruit of graduate-level clinical interns and maintain collaborative relationships with colleges and universities.
- Ensure clinical staff maintain required licensure, certifications, continuing education, and professional competencies.
Collaboration and Community Relations
- Collaborate with executive leadership and department managers to promote coordinated, integrated, and effective service delivery.
- Represent Siena Francis House and the Miracles Program with community partners, referral sources, regulatory agencies, funding organizations, donors, educational institutions, and professional organizations.
- Participate in organizational strategic planning and initiatives that support the continued growth and success of the agency.
Other Responsibilities
- Maintain confidentiality in accordance with HIPAA, 42 CFR Part 2, and all applicable federal and state laws.
- Participate in emergency response and crisis management activities as needed.
- Perform other duties as assigned.
Required Knowledge, Skills, and Abilities
- Demonstrated leadership in substance use disorder treatment and behavioral healthcare.
- Thorough knowledge of evidence-based practices, Twelve Step recovery principles, trauma-informed care, motivational interviewing, co-occurring disorders, and person-centered treatment.
- Knowledge of Nebraska licensing regulations, CARF accreditation standards, Medicaid requirements, behavioral healthcare documentation standards, and applicable federal and state regulations.
- Strong clinical judgment, ethical decision-making, and problem-solving abilities.
- Excellent leadership, supervisory, coaching, and staff development skills.
- Exceptional organizational, interpersonal, written, and verbal communication skills.
- Ability to manage multiple priorities in a dynamic treatment environment.
- Ability to evaluate program performance, analyze data, and implement continuous quality improvement initiatives.
- Ability to establish and maintain collaborative relationships with staff, community partners, referral sources, and regulatory agencies.
- Commitment to ethical practice, professional excellence, cultural humility, and compassionate care.
Education and Experience
- Master's degree in Counseling, Social Work, Psychology, Marriage and Family Therapy, or another closely related behavioral health field.
- Current Nebraska Independent Mental Health Practitioner (LIMHP) license required.
- Licensed Alcohol and Drug Counselor (LADC) credential or eligibility preferred.
- Minimum of five years of progressively responsible clinical experience in substance use disorder treatment.
- Minimum of three years of leadership or supervisory experience overseeing clinical staff and behavioral health programs.
- Experience in residential substance use disorder treatment preferred.
- Experience with Medicaid-funded behavioral health services preferred.
- Experience preparing for or maintaining accreditation strongly preferred.
- Demonstrated experience implementing evidence-based practices, leading quality improvement initiatives, and achieving positive client outcomes.
Working Conditions
- Primarily based in an office and residential treatment facility environment.
- Frequent interaction with individuals experiencing substance use disorders and co-occurring mental health conditions.
- Occasional evening and weekend work may be required.
- Must successfully complete pre-employment drug screening and criminal background investigation in accordance with agency policy.
- Valid driver's license, reliable transportation, and proof of automobile insurance required.
