Maryland Department of the Environment Land and Materials Administration Resource Management Program, Animal Feeding Operations Division, AFO Compliance Unit 120 Broadway Street, Suite 13 Centreville, MD 21617 Main Purpose of Job The Environmental Compliance Specialist II will serve as an inspector focusing on animal feeding operations (AFO) compliance enforcement. In this role, they will evaluate, recommend, and maintain effective best management practices on production and land application areas of AFOs, while enforcing the General Discharge Permit and other environmental laws to protect human health and the environment. This position involves the following working conditions: Exposure to uncomfortable or unpleasant surroundings. Exposure to agricultural production environments, including waste storage and handling areas. Required use of protective equipment—such as goggles, gloves, hearing protection, steel toe shoes, hard hats and masks—during site visits when required. Bio-Security is mandatory at AFO’s to prevent or reduce the transfer of contaminants between AFO’s. Bio-Hazard Gear may be required when entering some facilities. Exposure to all types of weather conditions. The incumbent will be required to drive a State vehicle. If you hold an out-of-state driver’s license, you must provide a certified copy of your driving record from the issuing state’s Motor Vehicle Administration at the time of hire. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State vehicle.MINIMUM QUALIFICATIONS
Experience:Five years of experience performing environmental regulatory compliance work in more than one of thefollowing areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control. Notes:- Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credithours in any combination of disciplines such as earth science, environmental science, geology, civil orenvironmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for four years of the required experience.
- Candidates may substitute the possession of a Bachelor'sdegree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and one year of experience performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm watermanagement; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control for the required experience.
- Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in Environmental Engineering and Natural Resourcesclassifications or Environmental Engineering and NaturalResources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for therequired experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following: Bachelor’s degree in agriculture or agricultural / environmental science. Two to four Years of Agricultural Inspection / Compliance work. Must possess a strong Agricultural / Livestock background. Strong computer skills.LICENSES, REGISTRATIONS AND CERTIFICATIONS
- Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
- Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
