Area Manager

Supervises personnel engaged in the project management, program management, operation and maintenance of water and wastewater utility systems within the geographic boundary of his/her assigned region. Assures safe, efficient, and economical regional utility operations by providing efficient management practices, preventive maintenance programs, advanced employee training and sound decision-making principles. Assures the Company continues to develop and maintains a strong reputation and position within his/her assigned region.

Management and supervisory responsibilities include:

1. Evaluates work performance of subordinates, initiates personnel actions relating to hiring, retention, promotion, discipline, and termination.
2. Participates in new employee orientation and ensures new employees under his/her responsibility are properly trained for assigned task.
3. Approves vacation requests from personnel within his/her assigned region.
4. Performs annual employee evaluations of personnel under his/her direct supervision. Recommends to State Manager salary increases, promotions, demotions and other employee classification adjustments as needed.
5. Ensures operation schedules, fairly distributes workload among operators and can be performed with minimal or no overtime requirements and is profitable to company.
6. Performs relief operations for project managers out of work on leave within or outside his/her region.
7. Develops annual budget for the region and submits budget requirements to the State Manager. Manages the region within the bounds of the approved budget and seeks approval from the State Manager prior to any deviation from the approved budget.
8. Performs specific job costing for operational, maintenance or construction projects within his/her assigned region.
9. Develops good working relationship and communications with local, state & county regulatory agencies.
10. Ensures compliance with all applicable TCEQ rules and regulations that govern operation and maintenance of utility systems within his/her assigned region.
11. Maintains a list of potential new clients and makes concerted effort to market company. Provides a written monthly report to State Manager of prospective clients and provides status of company/client relationship.
12. Performs all of the functions and duties of the Project or Program Manager when required or requested by the State Manager.
13. Ensures company owned vehicles assigned to his/her region are in good working condition, have a clean and neat appearance, are provided with company phone numbers and logos, are supplied with adequate tools and equipment to allow personnel to perform assigned task in an effective and efficient manner and are properly maintained and operated in accordance with company policies.
14. Ensures Regional office within his/her region is well maintained with respect to grounds and office entrance and interior is neat, clean and represents a professional appearance, when applicable.
15. Notifies the State Manager within one business day if any of the following events occur within his/her assigned region: Any employee is arrested and/or convicted of any crime; Any employee is involved in an accident resulting in injury or death; Any letter of non-compliance is issued to any utility; Any cancellation or dissatisfaction of service from a client; Any notice of violation by any governmental, agency e. OSHA, Department of Labor, County, TCEQ, etc.; When considering, and prior to, termination or suspension of company personnel; Any event, which in the opinion of the Regional Manager, may result in liability exposure to the company; Any fine or penalty is assessed against the company.
16. Assists in comprehensive company planning relating to marketing, business development, capital purchases, budgeting, and long range strategic company goals.
17. Makes necessary adjustments in staffing levels to ensure that a minimum of 80% of all operations and maintenance staff assigned within his/her region is billable to clients.
18. Sets work schedules of all operations and maintenance staff assigned to his/her region.
19. Prepares and/or assists in preparing bids, proposals and contracts for service within or outside of regional boundaries.
20. Attends various meetings at the request of the State Manager.
21. Reviews, verifies accuracy and approves all company invoices generated for his/her assigned region prior to invoices being sent to client.
22. Reviews, verifies accuracy, approves and codes all invoices provided by vendors and forwards invoices to Accounts Payable Department.
23. Makes adjustments within the control of the Regional Manager with respect to staffing levels, job costs, workloads and other expenses to achieve a minimum net operating profit within his/her region of 10%.
24. Cross markets existing and new clientele services provided both within the Texas Operation Group and those services provided by the other business lines of the parent company.
25. Physically inspects 100% of the facilities in his/her region at least bi-weekly.
26. Attends 100% of the Board and Council Meetings in his/her region at least quarterly.
27. Seeks prior approval from State Manager before any of his/her vacation or leave time can be taken.
28. Interprets and assures compliance of all Agreements within his/her assigned region.
29. Performs other similarly related duties as required or requested by the State Manager or Vice President.

Minimum qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill and/or ability required.

1. Must possess utility operation and maintenance at time of employment, the following licenses: Class "A" Water Treatment Plant Operator License issued by TCEQ, Class "A" Wastewater Treatment Plant Operator License issued by TCEQ are desirable.
2. Must possess knowledge of Contract Operations.
3. Must possess a valid Texas driver's license.
4. Knowledge of safety and operations.
5. Knowledge of utility related construction and maintenance practices preferable.
6. Good physical condition without physical limitations.
7. Ability to follow oral and written instructions.
8. Ability to read blue prints.
9. Skill in maintaining equipment used in repair and maintenance.
10. Ability to accept responsibility.
11. Ability to handle complaints in a timely fashion.
12. Ability to interpret and understand instructions and solve problems.
13. Ability to keep accurate documentation.
14. Ability to supervise the work of subordinates.
15. Knowledge of water and wastewater treatment plant operations, policies, procedures and methods.
16. Ability to communicate both orally and in writing.
17. Ability to work when emergency condition arises.
18. Ability to establish a working relationship with other employees, clients, politicians, and with the general public.
19. Ability to supervise and manage work force of 40 or more employees.
20. Must enter into a non-compete and confidentiality agreement, agreeable to both parties, between employee and company at time of hire.
