Reports To: PBCA Contracts Manager – NTHDC FLSA: E Summary The Management and Occupancy Review (MOR) Supervisor is responsible for overseeing all MOR activities to ensure compliance with HUD regulations and PBCA requirements under the ACC. This position supervises MOR Specialists, manages the Work Plan, MOR scheduling and execution of reviews, and ensures timely submission of reports and corrective actions. The MOR Supervisor serves as the primary liaison with property Owners/Agents and HUD representatives regarding MOR processes. Essential Job Functions Leadership & Supervision: Supervise MOR Specialists, providing training, guidance, and performance evaluations. Assign and monitor MOR schedules to ensure timely completion of reviews. Compliance & Quality Assurance: Ensure MOR processes adhere to HUD regulations, PBCA standards, and internal policies. Review MOR reports for accuracy and completeness before issuance. Monitor corrective actions and follow-up with Owners/Agents to ensure compliance. Operational Oversight: Coordinate desk reviews, file selection and sample sizes, and onsite inspections for Management and Occupancy Reviews. Maintain tracking systems for MOR findings, responses, and resolutions. Ensure timely entry of MOR data into HUD systems and internal databases. Reporting & Documentation: Prepare and maintain the MOR Workplan. Prepare monthly, quarterly, and annual MOR performance reports for leadership and HUD. Maintain electronic files and records retention in accordance with HUD and agency standards. Stakeholder Engagement: Serve as the point of contact for property Owners/Agents regarding MOR requirements and findings. Represent NTHDC at HUD meetings, PBCA working groups, and industry conferences as needed. Process Improvement: Identify operational gaps and recommend improvements to enhance MOR efficiency and compliance. Collaborate with other departments to streamline review and reporting processes. Knowledge, Skills, and Abilities In-depth knowledge of HUD regulations (4350.3, 4350.1 etc.), PBCA requirements, and MOR procedures. Strong leadership and supervisory skills with experience managing compliance teams. Excellent analytical, organizational, and communication skills. Proficiency in HUD systems (EIV, TRACS/iMAX, iREMS) and Microsoft Office Suite. Ability to manage multiple priorities and meet strict deadlines. Ability to travel (up to 25%). Minimum Qualifications Bachelor’s degree in Public Administration, Business, or related field (Master’s preferred). Minimum of 5 years’ experience in housing compliance or property management, with at least 3 years in a supervisory role. Familiarity with HUD programs and PBCA operations strongly preferred.
