Heavy Equipment Operator

Under the close supervision of the Distribution Services Superintendent, the Heavy Equipment Operator operates heavy equipment and vehicles used in the construction, maintenance, and/or operation of electric transmission and distribution systems. The incumbent loads, secures, transports, and off-loads heavy transmission equipment and materials to meet system needs. The Heavy Equipment Operator is also responsible for the proper transport of equipment, devices, and material to and from various work locations and for the upkeep and maintenance of all related equipment and vehicles. The incumbent may assist the Lead Equipment Coordinator on jobs requiring more than one operator and may assist other Equipment Operators or Light Equipment Operators perform their duties.

Essential Duties and Responsibilities Include the Following, Other Duties May Be Assigned:

  • Operates and maintains assigned equipment including, long haul road tractors, dozers, and backhoes.
  • Loads, secures, transports, and off-loads various types of equipment and materials, such as oversize transformers, oil circuit breakers, and poles, in a safe, reliable manner.
  • Applies safety guidelines while moving equipment and material, some of which is very heavy, and at times works near high voltage and in adverse weather conditions.
  • Rigs secure loads to be transported so that the load is stable and safe.
  • Knows the location of stations and lines on the transmission and distribution system to ensure timely delivery of equipment.
  • Maintains accurate and current records and reports as related to job responsibilities.
  • Ensures that all equipment and tools are maintained in a clean and safe operating condition.
  • Performs skilled operation of equipment related to the construction and maintenance of electric utility transmission and substations.

Qualifications To Perform This Job Successfully, an Individual Must Be Able to Perform Each Essential Duty Satisfactorily. The Requirements Listed Below Are Representative of the Education, Experience, Knowledge, Skills, Abilities, and Behaviors Required:

  • Education and Experience: Requires a high school diploma or GED and a minimum of six years of directly related experience in the operation and maintenance of heavy equipment of which at least three years must be in transporting large equipment and materials. In addition, the incumbent must possess knowledge of current state and federal laws, bridge laws, load limits, and other requirements on to the transportation of heavy loads. Knowledge of applicable Department of Transportation regulations on transportation of heavy equipment required. Knowledge of proper rigging techniques to secure heavy loads required.
  • Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to understand maps, blueprints, and other construction documents. Ability to speak effectively with other employees.
  • Math Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
  • Computer Skills: Ability to use a personal computer to access the intranet and Microsoft Office software as required.
  • Certificates, Licenses, Registrations: Must maintain a current State of Oklahoma Class A Commercial Driver's License and be a qualified driver per the rules and regulations of the D.O.T. requirements. This job also requires a crane certification and Oklahoma Pesticide Applicators Certification which must be received within two (2) years of employment.
  • Work Schedule Requirements: Must live within a thirty-mile radius of specified base work location. The work schedule may include extensive unscheduled overtime, holidays, and weekends. Extensive overnight travel is required.
  • Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Requires lifting, pushing, pulling, or carrying of weights equal to 50 pounds or more; climbing ladders and stairs and working on elevated platforms or scaffolding. Requires walking and/or standing for extended periods. Requires sitting for extended periods of time of which a large percentage may be riding in a motor vehicle. Requires kneeling, crawling, bending, or twisting while lifting arms above shoulders and stooping for extended periods of time, in order to accomplish duties while grasping, pulling or pushing objects or manipulating tools. Requires vision within normal range. Corrective lens are permitted. Requires hearing within normal range. Hearing aids are permitted. Requires successful completion of DOT physical and certification requirements.
  • Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Requires working in varying weather conditions and temperature extremes outside and inside with extreme ranges of humidity and dryness. Requires working in area of intermittent high noise and vibration levels. Requires working near high voltage electricity. Requires working at night, inside or outside in all weather conditions. Requires working in varying environmental locations outside from dry and cultivated fields to wooded and diverse areas of undergrowth. Noise levels vary from quiet to high levels based on activities at the time. In accordance with WFEC Administrative Procedure 805-Alcohol and Drug-Free Workplace this position is classified as "safety sensitive".
