Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Office of the Executive Assistant Commissioner, Communications, located in Washington, DC. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above. Responsibilities In this role, you will serve as a Strategic Communications Specialist, providing leadership with guidance and support in writing and developing communication materials to ensure effective coordination and communication across the office. You will work closely with the Communications Director to develop and produce internal communication plans and tools to improve the OFO operations and objectives through improved communication process. This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10). Typical duties include: Assessing, developing, implementing, and evaluating the effectiveness of internal EAC communication strategies, materials, and programs that support and promote organizational change and agency goals Planning, researching, writing, and editing internal and external publications to keep employees acquainted with current EAC programs at CBP Assisting with web content administration, to include the posting of new information in a careful and timely manner Establishing and maintaining a working relationship with a variety of program officials at Headquarters, field offices, other Federal agencies, as well as outside vendors or the public Analyzing organizational specific policy issues to identify and to anticipate communication needs and potential reaction from employees GS Salary: Visit this link to view the locality pay tables by geographic area. Qualifications Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing plans, policies, and consulting with management concerning policies and solutions that tie communication processes with results. Identifying, recommending, and demonstrating effective methods for managers/supervisors to use in improving communications for day-to-day operations. Planning, researching, writing, and editing internal and external publications; presenting activities or policies to specialized groups, individual representatives, or the general public. Assisting with the development of new informational materials aimed at enhancing the understanding of significant programs, initiatives, and policies among internal and external parties. Planning and carrying out projects and assignments, including identifying problems and coordinating with others to resolve issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/22/2026. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.
