Position Summary

The Planner Procurement Manager will oversee the strategic planning, material sourcing, and outsourcing operations for our precision manufacturing facility. Reporting directly to the Director of Operations, this role serves as the critical bridge between engineering, production, and external vendors.

You will own the make or buy decision process, determining whether precision machine jobs are run in-house or outsourced. Additionally, you will lead the Tech Team to generate outsourcing routing, build a structured network of repeatable vendor partnerships, and manage the entire purchasing budget and delivery tracking pipeline within our Microsoft Dynamics NAV ERP system to satisfy both advanced tech and foundational customer requirements.

Core Responsibilities

Strategic Planning and Make or Buy Decisions

Capacity and Capability Analysis: Analyze incoming manufacturing jobs, shop floor capacity, and technical requirements to decisively determine if jobs will be manufactured in-house or outsourced.

Tech Team Leadership: Direct and oversee the internal Tech Team to ensure external manufacturing routings, step-by-step processes, and technical packages are created repeatedly and expeditiously for outsourced work.

Standardized Routings: Establish standardized workflows to streamline how data, blueprints, and GD&T requirements flow from the Tech Team to external suppliers.

Outsourcing Structure and Vendor Management

Repeat Program Structuring: Design and implement a procurement structure that funnels repeat jobs to the same trusted vendors to secure historical quality, predictable lead times, and compounding efficiencies.

Supplier Relationship Management: Build and maintain a robust network of qualified precision machine shops and secondary processors (heat treat, plating, etc.) capable of holding tight tolerances.

Contract and Allocation Strategy: Balance vendor allocations to ensure advanced technology jobs maintain strict compliance while foundational commodity jobs achieve maximum cost-competitiveness.

Purchasing, Budgeting and Reporting

NAV Data Management: Utilize Microsoft Dynamics NAV to handle day-to-day purchasing of raw materials, tooling, and outsourced machining services, ensuring seamless tracking of multi-stage routings.

Executive Delivery Tracking: Actively track all open purchase orders and outsourced jobs, providing proactive, highly accurate delivery status reports to the Director of Operations.

Financial Oversight: Manage the pricing structures, cost-benefit analyses, and overall budget for outsourcing, ensuring external margins align with company profitability targets.

Key Requirements and Qualifications

Experience: 7 or more years of manufacturing experience spanning material planning, purchasing, and outsourcing, specifically within a precision CNC machining or contract manufacturing environment.

Technical Decision-Making: Proven expertise in evaluating manufacturing blueprints, bills of materials (BOMs), and processing steps to make strategic make-or-buy decisions.

Leadership Skills: Demonstrated success managing technical staff, process planners, or estimators in a fast-paced shop environment.

ERP Mastery: Deep hands-on experience using Microsoft Dynamics NAV for manufacturing routing, multi-step purchase orders, and scheduling data.

Financial Acumen: Strong background in manufacturing cost accounting, quoting, and budget management.
