Urban Planner I - Open Space & Master Plan Focus

DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

Coordinate with Planning and Development for review of subdivision plats regarding the Open Space Ordinance. Assist with Master Plan and provide technical assistance and professional support in administration of specific planning programs, regulations, or ordinances. Research and compile information on a variety of planning issues from multiple sources. Prepare maps and other graphical representations of data of varying complexity. Write, or assist in writing, a variety of basic planning documents and reports. Work closely with the public on basic planning programs, requirements, or ordinances related to the Open Space Ordinance. Manage various requests for Rights of Entry, Chapter 26, Temporary Art Permits, TPIA, Inventory, Surveys, AskParks, etc., collecting data/information from all relevant sources, including field/site visits for amenity inventory management. Interact directly with developers, engineers, surveyors, architects, and officials in other City of Houston departments. Handle special projects as needed. Work in a team environment.

WORKING CONDITIONS

The position occasionally requires stooping or bending, light lifting (three to four reams of paper or up to 20 pounds), and exposure to less‑than‑optimal temperature and air conditions. The role may involve dealing with modestly unpleasant situations, exposure to office chemicals, and extensive use of a video display terminal. The position demands coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances, and coordinated eye/hand movements on a patterned response space with low speed requirements.

MINIMUM REQUIREMENTS

Knowledge Requirements: Knowledge of planning principles and practices, including pertinent specialties, as applicable. Typically obtained through experience and a Bachelor’s degree in Urban Planning, Architecture, Civil Engineering, Geography, Public Policy, or an equivalent specialized training program related to the work. Experience Requirements: Two years of planning experience required. A Master’s degree in a related field may substitute for the experience requirement. Minimum License Requirements: Not applicable.

PREFERENCES

Preference for applicants with strong interest in and comfort interpreting and applying regulations. Strong analytical and communication skills, proficiency in reading plans and surveys, experience working with the public/clients/team to resolve problems, and ability to juggle multiple priorities. Valid Texas driver’s license and compliance with City of Houston's driving policy. Preference for applicants with a Master’s degree or experience in urban planning, statistical analysis, or park master plan preparation. Experience and/or knowledge in principles and practice in Real Estate. ACIP (American Institute of Certified Planners) or ASLA (American Society of Landscape Architects) preferred. Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors are in accordance with Executive Order 1-6.
