Budget Analyst

Organizational Location These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Asset & Facilities Management in Washington, District of Columbia. Responsibilities Develops, recommends, interprets, and implements budgetary financial policies and renders authoritative interpretation of Executive Orders, budgetary guidelines, directives and policies and precedents. Develops timetables for obtaining needed funding and provides expert advice to managers and all budget staff members on all phases of the budget program. Implement budget controls through the review and approval of obligation and expenditure of funds while analyzing and evaluating continual changes in program plans and funding, and the effect on financial and budget program milestones. Prepares official quarterly, annual and special reports requested by the Department, Office of Management and Budget (OMB), and/or Congressional Committees and Members of Congress. Requirements (Conditions of Employment) You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. You must successfully pass a drug screen. Upon appointment you may be required to serve a one‑year probationary period. Qualifications To qualify for the GS‑13 Budget Analyst position, you must have: One (1) year of specialized experience at the GS‑12 grade level or equivalent, performing duties such as advising program officials and budget staff on the necessity for budgetary action, preparing and editing narrative justifications and projected funding needs, monitoring the obligation and expenditure of funds, and preparing and executing budgets with multiple sources of funding. Experience in preparing and executing budgets with direct multiyear appropriations, allotments from various appropriations, transfers from other agencies, reimbursements for services, revenue from working capital funds, and trust accounts.
