TECHNICAL DIRECTOR

United States Fleet Forces Command

You will serve as a Technical Director in the Executive Department at Naval Information Warfare Training Group Gulfport (IWTG-G).

Duties

Help

  • You will be responsible for the quality and operation of command-wide training programs and personnel and professional development of all civilian personnel.
  • You will monitor and track individual pipeline training and Master Training Specialist qualification progress.
  • You will manage civilian and military personnel evaluation programs.
  • You will provide strategic planning development, maintenance and reporting.
  • You will be accountable to the Executive Branch for all departmental budgetary requirements and reports.
  • You will assist and advises the Commanding Officer on policy and in matters pertinent to the welfare, morale, job satisfaction, utilization, and training of civilian personnel, as well as other quality of life issues.
  • You will promote effective communications between civilian and military personnel by keeping all concerned aware of matters impacting civilian personnel.
  • You will assist in periodic review and update of command instructions that pertain to civilian personnel.
  • You will serve as a co-chair on command administrative boards as required (e.g. Awards Board, Space Allocation, organizational realignment discussions, etc.).
  • You will work with IWTG HQ, the Commanding Officer, and Executive Officer and Training Support Department head to ensure the command's 23 civilian positions remain filled and Position Descriptions are updated.
  • You will represent the Commander, providing Flag-level presentations, identifying enabling IW training initiatives that integrate existing/new/modified tactics.
  • You will provide opportunities for expanding IW training, prioritizing new warfighter capabilities that require IW training updates, and aligning multiple IW training requirements into a standardized / holistic IW training program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Per E.O. 14043, selectee(s) must be fully vaccinated for COVID-19 by 11/22/2021 or date of employment (which ever comes later) except in limited circumstances where an exemption is approved due to a disability or sincerely held religious beliefs.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience planning, directing, coordinating, and supervising all phases of the instructional design lifecycle-including planning, analysis, design, development, implementation/delivery, and evaluation-for complex training programs, specifically within Meteorological and Oceanographic (METOC) or related technical military domains.

Experience serving as an educational program manager and authoritative advisor on curriculum management, curriculum surveillance, and training quality standards (such as the Master Training Specialist program).

Experience providing strategic leadership and administrative guidance to executive leadership (e.g., Commanding Officers) on workforce management, including filling civilian vacancies, updating Position Descriptions (PDs), and monitoring command budgetary requirements.

Experience serving as a principal liaison to coordinate training requirements and represent an organization before high-level stakeholders, external military departments, and academic institutions to integrate emerging technologies, tactics, and operational capabilities into educational courses.

Military Spouse Preference applicants will receive priority consideration at the Full Performance Level (FPL) and if determined to be Best Qualified at the FPL, and selected, must be placed at the FPL. A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.

PhD in meteorology, physical oceanography, hydrography or related discipline preferred. Or, MS degree with extensive experience in the degree field preferred.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Incumbent position requires occasional evening and weekend work.
