Policy Analyst

Summary This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans (PLCY), Trade and Economic Security (TES). Non-BU: This is a non-bargaining unit position. Responsibilities The primary purpose of this position is to serve as a Policy Analyst working on the review and assessment of national and homeland security risk arising from foreign investment in the United States as part of DHS participation in the Committee on Foreign Investment in the United States (CFIUS) and the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (Team Telecom). As a Policy Analyst, GS-0301-13, your typical work assignments may include: Develop risk and vulnerability assessments of individual foreign investments under review by CFIUS and Team Telecom, in collaboration with subject matter experts within DHS component agencies and interagency partners, incorporating open-source data, intelligence reporting, and subject matter expert analysis. Manage participation in at least one CFIUS sub-discipline, such as the Department's participation in the CFIUS short-form Declarations program and/or CFIUS review of transactions not voluntarily filed with the Committee (i.e., the Non-Notified program). Draft memoranda and briefing documents for senior officials which outline issues pertaining to foreign investment transactions and recommend courses of action. This involves in-depth analysis and recommendations regarding the national security risks posed by the transaction and the options available to mitigate national security risk. Lead stakeholder management, including maintaining communications with DHS components and interagency peers, representing the Department in meetings and working groups, and promptly answering requests from stakeholders. Conduct research to provide accurate supporting information and documentation for use in speeches, hearings, conferences, meetings, program reviews, and written responses to inquiries from other DHS agencies and/or components. Requirements Conditions of Employment Qualifications Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government or equivalent public or private sector experience, performing the following duties: Conducting national security risk analysis applicable to the assessment of risk arising from foreign investments in the United States or other functional areas. Overseeing a foreign investment screening sub-discipline, such as CFIUS Declarations or Non-Notified programs. Representing the Government in working groups and other activities relating to the management of stakeholders in a foreign investment risk management context. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
