Vacancies exists in the Police Department, Operations Bureau, Support Operations Division.


A list of eligible applicants will be established based on the examination as outlined below.

Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Examples of Duties


Under general supervision, performs a variety of investigative and analytical paraprofessional law enforcement functions.

  • Provides documentation to the state's attorney and the courts which identify defendants as repeat offenders.
  • Conducts criminal background investigations on persons arrested for violent crimes.
  • Researches, checks and verifies criminal and court records.
  • Testifies in court regarding the authenticity of records.
  • Responds to requests from other law enforcement agencies for information on persons attempting to purchase firearms.
  • Investigates economic crimes such as counterfeit checks, forgeries, and credit card fraud.
  • Exchanges information with local, State, and Federal law enforcement officials.
  • Writes search and arrest warrants.
  • Assists in the regulation of pawn shops and precious metal dealers.
  • Contacts dealers to correct errors in their reporting sheets.
  • Compares offense reports with pawn shop transaction records in an effort to locate stolen property.
  • Coordinates the recovery of stolen property which has been pawned.
  • Monitors pawn activities of suspects.
  • Serves as a liaison between the assistant state's attorney in district court and the precinct police officers.
  • Gathers, assembles, and provides documents required for court.
  • Confers with the state's attorney to determine when to call officers to court.
  • Checks for open warrants on defendants.
  • Verifies with other law enforcement agencies that the warrants are current.
  • Performs commercial vehicle safety inspections.
  • Checks vehicles in the field for conformance with established safety regulations.
  • Verifies that the licenses are current and proper for the driver and vehicle.
  • Inspects commercial vehicles which have been involved in serious traffic accidents.
  • Prepares vehicle inspection reports.
  • Investigates reports of abandoned vehicles.
  • Locates abandoned vehicles on County-owned and private property.
  • Accesses various computer networks to determine the status of the vehicles' tags and registration.
  • Contacts complainants and vehicle owners.
  • Makes arrangements to have vehicles removed.
  • Performs follow-up inspections.
  • Prepares reports of abandoned vehicle activities.
  • Assists in the enforcement of automated traffic enforcement programs.
  • Monitors equipment, related computer applications, and vendor web-based services.
  • Directly reviews and analyzes related computer generated printouts, photographs, and statistical data.
  • Issues computer-generated civil citations for violations detected by automated enforcement equipment.
  • Conducts timely inspections of actual or potential enforcement sites and equipment.
  • Testifies in court regarding the authenticity of documents related to automated enforcement violations.
  • Investigates and provides verbal and written responses to citizen and agency inquiries related to specific violations.
  • Responds to inquiries regarding the programs.
  • Serves as liaison with vendors providing services and equipment necessary for the implementation and operation of the program.
  • May deploy and operate mobile automated enforcement units.
Examples of Other Duties
Gives lectures and presentations to police recruits, community and business groups, and other interested parties. Performs other related duties as required.

Qualifications


Possession of a high school diploma or an appropriate equivalent.
PLUS
Three years' experience in police services, paralegal, public safety, or closely related work.

(Additional education in paralegal studies, law enforcement or a related field may be substituted on a year-for-year basis for the required experience.)

Age Requirements
Applicants must be at least 18 years of age at the time of appointment.

Character Requirements
All applicants must be of good moral character and emotionally stable, as determined by a comprehensive background investigation and drug test.

Citizenship Requirement
All applicants must be citizens of the United States at the time of appointment.

Licenses and Certificates
Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions at time of appointment.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment


Persons appointed to this classification may work on either a fixed or rotating shift basis, which may include nights, weekends, holidays, and overtime when scheduled. Persons appointed to this classification must attend selected academic and physical training at the Police Academy, as determined by assignment.

The work of this classification varies by position. Some positions are essentially sedentary, others involve frequent walking, standing, lifting, climbing, and carrying of equipment. Some positions require the operation of motor vehicles and/or office equipment. Some positions may require the wearing of a uniform. Some positions require exposure to potentially hazardous conditions such as adverse weather and traffic.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.

Health Insurance
Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include:

Flexible Spending Accounts
Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance
Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System (ERS), with very limited exceptions.
