Under general direction, the Behavioral Health Manager oversees the operations of assigned programs, clinics, or service regions, ensuring the delivery of high-quality, compliant, and outcome-driven behavioral health services. This position provides clinical and administrative leadership to a multidisciplinary team, supports program development and performance management, and fosters collaboration across County departments and community partners. The ideal candidate is an experienced behavioral health professional with strong supervisory and clinical expertise, capable of driving program effectiveness, maintaining regulatory standards, and leading teams in a dynamic public sector environment.
Distinguishing Characteristics
Behavioral Health Manager II is distinguished from level I by additional duties involving budgeting and personnel on a multidisciplinary team. EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Any combination of education, training, and experience equivalent to a Bachelor's degree from an accredited college or university in mental health, public administration, business administration, or related field;
AND Four (4) years of professional level administrative, supervisory, and management experience in a mental health care environment or department. Necessary Special Requirements
Knowledge, Skills and Abilities:
Thorough knowledge of: mental health and substance abuse assessment, treatment, and case management practices; behavioral health clinical policies and procedures; administrative, management support functions such as contracts, budgeting, cost control, and revenue generation practices; staff supervision and personnel practices; private sector resources available to the mentally ill; legal and financial issues related to the mentally ill and drug and alcohol addicted clients. Comprehensive ability to: supervise a multidisciplinary Behavioral Health team and provide clinical oversight, including program development; diagnose and treat individuals with severe mental illness and/or substance use disorders; prepare reports and maintain medical record standards; utilize personal computing hardware and software; work independently toward goals while providing active, positive leadership; develop community resources and operate within budget constraints; respond effectively to crises and manage difficult or resistant clients; assess safety and risk factors for staff and clients; maintain collaborative working relationships with staff, community members, and governmental agencies; communicate effectively both orally and in writing; review and legally sign off on treatment plans, including overriding medical necessity; and supervise Marriage and Family Therapist (MFT), Associate Marriage and Family Therapist, Associate Clinical Social Worker (ACSW), Master of Social Work (MSW), Associate Professional Clinical Counselor (APCC) and Licensed Professional Clinical Counselor (LPCC); travel independently between multiple clinic locations in a timely manner to support operations, monitor services, and meet organizational needs. - Oversees operations of programs, clinics, and/or service regions, including traveling between clinic locations as needed to support and monitor operations.
- Assists in the development of new projects and/or programs.
- Assists in establishing and refining measurable performance objectives for the team or subsystem.
- Initiates, negotiates, and implements interagency and contract agreements.
- Selects, trains and supervises a multi-disciplinary staff.
- Supervises collection and input of all client and cost data necessary to evaluate client outcome and cost benefit.
- Schedules and monitors availability of 24-hour on-call emergency service for clients served by the team.
- Monitors all Quality Assurance policies and procedures. Prepares written monthly management information report reflecting team's performance on client outcome goals, productivity, expenditures, and revenue.
- Oversees the coordination and collaboration with County and community systems; and
- Performs other related duties as required
Education, Training, and Experience:
